4.2 National Crime Victim's Rig of
THE CITY OF SALINA, KANSAS
VICTIM'S RIGHTS WEEK
WHEREAS, thirty-five million Americans fall victim to violent
crime each year in the United States; and
WHEREAS five out of six people will be victims of violent
crimes at least once in their lifetimes; and
WHEREAS certain types of victimization, such as ~sexual
assault, domestic violence, and child abuse remain unreported or
underreported because their victims are often disbelieved and
stigmatized; and
WHEREAS the victims and survivors of crime face financial
loss, physical injury, and emotional trauma both at the hands of
the criminal and in the aftermath of criminal violation; and
WHEREAS family members and friends of victims and survivors of
crime also suffer from the trauma of victimization; and
WHEREAS law abiding citizens are no less deserving of rights,
resources, restoration and rehabilitation than the violent
offenders who victimize them; and
WHEREAS Attorney General Robert Stephan's Victim's Rights Task
Force continues to help restore a balance to the scales of justice
by working to insure that the rights and needs of Kansas' crime
victims are not neglected; and
WHEREAS a constitutional amendment was passed in Kansas giving
victims of crime a greater voice in the criminal justice system;
NOW THEREFORE, IT IS HEREBY PROCLAIMED THE WEEK OF APRIL 24
THROUGH APRIL 30, 1994 BE
NATIONAL CRIME VICTIMS' RIGHTS WEEK
and all citizens and institutions, public and private, are urged to
support the establishment and enforcement of victims' rights and
services in Kansas, through participation in local and! state
activities commemorating those rights.
