BACKGROUND: On December 13, 2004, the City Commission authorized $152,000 for remaining construction cost for the public art project at the Salina Water Treatment Plant. The design concept included tubular and basin sculptures. On June 13, 2005, the City Commission authorized an Agreement with Kent Williams Environmental Design (KWED) of Wichita for the creation and installation of public art at the Water Treatment Plant. The Agreement was written in a “total not to exceed” format with the amount not to exceed $64,000 for the basin sculptures and $54,940 for the tubular sculptures, which totals $118,940. This Agreement may be amended only by written instrument signed by both parties. The balance of $33,060 remained to cover the cost for the electrical service for the lighting of the basin sculptures, curb and gutter at the Fourth Street tubular sculpture location and instal lation of the tubular sculptures. The electrical service was installed by Peterson Electrical, the curb and gutter at the Fourth Street tubular sculptures was completed by City Staff, and the tubular structures were installed by Smoky Hill, L.L.C. Purchase and installation of 750 lineal feet of low voltage wire. This wire was required for the basin sculpture lighting and KWED purchased the wire at alower cost than Peterson Electrical. Additional Cost: $1,328.00 2. Change tank attachment system from self tapping lead expansion anchors to stainless steel all thread with epoxy fill in a drilled hole. This change was requested by City Staff due to location and depth of rebar in the basin concrete walls. A total of 212 locations were planned and 30 extra locations were required to stabilize the basin sculptures, totaling 242 locations. Additional Cost: $4,400.00 3. Redesign of tubular sculptures at Fourth Street due to subsurfa ce conflicts. The “post type” anchor points required adjustment to clear subsurface conflicts with below ground water and high pressure gas lines. Additional Cost: $1,700.00 4. Fourth Street tubular sculptures renderings were requested by City Staff to indicate locations of flanges, changes due to subsurface conflicts and elevation with respect to the existing street and proposed curb and gutter. Additional Cost: $ 900.00 These four items represent an additional cost of $8,328.00. If these additional costs are approved, the final construction cost will be $140,775.38, which is $11,224.62 under budget. CONFORMANCE WITH STRATEGIC PLAN: Related Strategic Plan goals may include: GOAL#5: The City will maintain a commitment to making downtown Salina a thriving and vibrant center of the community. Action Item: Encourage the development of arts in the downtown. FISCAL NOTE: The authorized amount of $152,000 was allocated in the 2005 Water Division Budget. The final construction cost of $140,775.38 is $11,224.62 under the authorized amount of $152,000.00. RECOMMENDED ACTION: Staff recommends the City Commissi on amend the Agreement with Kent Williams Environmental Design of Wichita to increase the Agreement from $118,940.00 to $127,268.00 (Tubular Sculptures from $54,940.00 to $57,540.00 and Basin Sculptures from $64,000.00 to $69,728.00).
