Establish deadline for submittal of petitions for public improvements.
Background
In 1993, the City received an unusually high number of petitions for public
improvements, particularly in residential subdivisions. All eleven of those
petitions have been processed and construction has either taken place or is
scheduled for the next bid letting on February 15, 1994. Currently, four new
petitions are in some stage of development.
It has been city policy to compile several petitions before developing a
construction project for sealed bid. This provides an "economy of scale" which
results in reduced special assessments for property owners. The larger projects
also lead to less administrative and construction engineering costs. The down
side to this policy is that petitioners sometimes have to wait for unknown
periods before their petitioned improvements are actually let for bids. The
problem appears to be not so much the delay itself, but the unscheduled nature
of the delay.
In the interest of improved service to future petitioners, it is proposed that a
deadline or cut-off date be established for 1994 projects. This schedule will
then be published and future petitioners advised accordingly.
REC0blMENDATION
It is recommended that the City Commission establish March 15, 1994 as the
deadline for submittal of petitions for public improvements which will be
completed in the 1994 construction season.
