Service Agreement
This agreement entered into on the 1st day of January, 2007 is made by and between the City of Salina,
Kansas, whose address is 300 West Ash Street, Salina, Kansas, referred to as "City", AND the Saline County Commission
on Aging, whose address is 245 N. Ninth Street, Salina, Ks 67401, referred to as "Provider."
Section 1: Services. The company hereby employs the provider to perform the following services in accordance with the
terms and conditions set forth in this agreement:
The Saline County Commission on Aging will provide Taxi Discount tickets to the qualifying public
consistent with the discussion of the program at the City Commission Study Session held on July 24,
2006.
Section 2: Term of Agreement. This agreement will begin on the 1st day of January, 2007 and will end on the
31st day of December, 2007 . Either party may cancel this agreement upon thirty (30) days notice to the other
party in writing, by certified mail or personal delivery.
Section 3: Amount of Agreement: The amount of the agreement is: $23,000.00
Section 4: Payment to Provider. The provider will be paid pursuant to the following terms and conditions:
Payment will be issued quarterly in equal installments, with the first payment to be distributed no later than
January 31, 2007
Section 5: Status of provider: The provider is a: Federal, State, or Local Government Agency Agency of Saline
County
Section 6: Performance Reporting. The provider shall file performance reports as noted:
Annual Report within 90 Days By March 31, a request for renewal funding is due to be
submitted to the City Clerk's Office, along with an annual ridership report
Section 7: Financial Reporting. The provider shall file financial reports as noted::

Covering costs and revenues of the public transportation
Section 8: Nonperformance. In the event of provider non-performance or non-compliance with any section in this
agreement, this agreement may be cancelled with 30 days written notice, or in lieu thereof the City may elect to reduce
payments to provider.
Section 9: Compliance with applicable law. Provider shall comply all applicable Federal, State, and Local law and
regulation.
Section 10: City indemnified. Provider shall indemnify and save harmless the City, its officials, agents, servants, officers,
directors and employees from and against all claims, expenses, demands, judgments and causes of action for personal
injury, death, and/or damage to property where and to the extent to which such claims, expenses, demands, judgments
and causes of action arise from the Provider's negligent acts. Provider shall notify the City upon the receipt of any claim in
excess of $1,000 in connection with this contract. Provider shall file with City, prior to any payment being made, proof of
insurance as follows:

All insurance is to provide a minimum of $500,000 single
limit coverage.

Section 11: Equal Opportunity/Affirmative Action. For agreements in which the value exceeds $20,000, provider shall
comply with the Equal Opportunity/Affirmative Guidelines attached.
Section 12: Independent Contractor. Both the City and the provider agree that the provider will act as an independent
contractor in the performance of its duties under this contract. Accordingly, the provider shall be responsible for payment of
all taxes including Federal, State and local taxes arising out of the provider's activities in accordance with this contract,
including by way of illustration but not limitation, Federal and State income tax, Social Security tax, Unemployment
Insurance taxes, and any other taxes or business license fees as required.

and made an integral part of this agreement:

RE: Public Transportation Funding
We would like to request renewed public transportation funding from the City of
Salina for budget year 2007. We are presenting this specific request within the
context of a broader discussion of possible improvements to the public
transportation options now available in Salina.
For several years, the City of Salina has provided financial support for public
transportation services provided by three community-based organizations: the
Saline County Commission on Aging, OCCK, and Hotline. The Saline County
Commission on Aging currently receives $19,000 per year from the City of
Salina, which is combined with funding from several other sources to subsidize
discount taxi rides for any interested resident of Salina and Saline County.
The enclosed worksheet profiles funding sources and types of rides provided by
the major public transportation providers in Salina during 2005. Also enclosed is
a demographic analysis of taxi rides subsidized through the Commission on
Aging discount taxi ticket program in 2005.
The number of discount taxi tickets ~during the first six months of 2006 is up
23 percent compared to the same period in 2005. The enclosed chart shows the
number of taxi tickets used by quarter for the past two years. It is clear that
demand for and use of the discount taxi tickets continues to grow. If the City of
Salina is in a position to increase its allocation to the Commission on Aging from
$19,000 to $23,000, it would help us better respond to this demand. However, we
would not want an increase in our allocation to be at the expense of either OCCK
or Hotline, as we work closely with them and know that they are also responding
to the growing demand for public transportation in Salina.

Future of Public Transportation in Salina
Over the past several months, representatives from OCCK and the Saline County
Commission on Aging have been discussing ways we might combine or integrate our
transportation services to better serve the public (Hotline was involved in the early stages
of this discussion, then went through a change in leadership that interrupted their
participation in the discussion).
Underlying Issues:
1. Demand for public transportation in Salina is increasing for all providers. OCCK
turned down 639 rides in the first quarter of 2006, and the number of turn-downs

2. Current providers cooperate well with each other. However, the fact that there are
multiple providers -- each with its own procedures, ride restrictions, and costs -
creates greater complexity for riders than would be the case with a more unified
system. This complexity also contributes to the public perception that Salina
doesn't have public transportation.
3. Current providers do a good job of sharing the data that they have. However, this
voluntary data sharing mayor may not provide the consistency or level of detail
desired for future planning and decision-making.
Options For Changing Current System Considered To Date:
(Option A - Eliminate the COA discount taxi ticket program, use the funds to pay taxis
for rides that would otherwise be turned down by OCCK dispatchers, rider pays $2/ride
whether using OCCK vehicle or taxi, COA takes on data entry and MIS for all rides.
\option B - OCCK increases # of vehicle(s), driver(s), and dispatch capacity. COA either
maintains discount taxi ticket program as is, or re-directs its funding to support OCCK
build-up.
~OPtion C - OCCK take over COA discount taxi ticket program and continue to operate it
as $2 discount off taxi fare, in addition to operating its current $2/ride system using
OCCK vehicles.
Other Factors:
f · Recent City of Salina survey responses to question regarding Quality of
Busffransit Services: Poor 56%, Fair 26%, Good 16%, Excellent 3%. Overall
score = 22, lowest overall score of all items surveyed.
. Salina Area United Way "Self-Reliance" Priority Council is developing a
recommendation for a comprehensive transportation study for Salina.
Recommendation:
We recommend that City of Salina staff and elected officials work with current
transportation providers and other stakeholders to develop a comprehensive public
transportation plan that is right for Salina.
