Consideration of an amendment to the City Comprehensive Plan to
adopt and include the 1995 Historic Preservation Plan prepared by
the Salina City Heritage Commission.
In 1994, The Salina Heritage Commission received notice of approval
for a grant application to the Kansas State Historical Society for
matching funds to update its original 1983 Heritage Conservation
Plan. The grant award from the Historic Preservation Fund was
used to hire a historic preservation consultant to assist City
Staff in preparing that document.
Preparation of a new Preservation Plan was needed for several
reasons. First, significant survey and research material had been
developed since the historic resources surveys of Salina were
completed in 1983. Four additional properties were placed on the
National and State Registers of Historic Places. Six local
historic landmarks and four residential historic districts,
containing 206 individual properties and eight additional local
landmarks, were surveyed, reviewed and designated by the Salina
Heritage and City Commissions. Secondly, the original Salina
Heritage Conservation Ordinance, adopted in November 1979, was
revised in 1990, to reflect changes in state enabling legislation
to allow for the local designation of historic districts. Finally,
the City was approved to engage in the certified local government
program of the National Park Service in September 1991. Under this
program qualified local governments can enter into an agreement to
perform some of the project review responsibilities of the State
Historic Preservation Officer under the Kansas State Historic
Preservation Law.

purpose of the Plan
The proposed preservation plan document is intended to integrate
the diffuse material contained in the Salina Historic 'Resources
Surveys with the policies and procedures outlined in the 1990
Heritage Conservation Ordinance and applicable programs of the
National Park Service and State Historic Preservation Office. It
endeavors to reconcile those policies and procedures !into a
coherent whole, and serve as the basis for Salina's preservation
program for the future. It also attempts to present a practical
methodology for continued identification and analysis of historic
and cultural resources in the community and makes recommendations
for incentives and other legal techniques that would further goals
and objectives established during the planning process.
The plan is also intended to strengthen existing state and local
preservation programs, resolve possible conflicts between competing
land-use goals, eliminate uncertainty about the purpose, meaning
and content of the existing local historic preservation ordinance,
ensure consistency in local government policies which affect the
communities resources, educate and inform citizens about their
heritage, encourage economic development through preservation of
historic resources and strengthen the political understanding of
and support for local and state historic preservation policies.
Planning Process
Work on the preservation plan began April, 1995 with additional
research conducted on all historic preservation activities in
Salina since the publication of the original preservation Plan.
Strategic planning workshops were presented by City planning staff
and the consultant on May 19, 1995, and July 14, 1995. A project
steering committee was invited to attend the workshops, which was
composed of members of Salina business, real estate, City
government, civic organizations, and local property owners. The
workshops were designed to identify the issues relating to historic
preservation that were important to the community and raise the
knowledge of the participants about the community's historic
resources. An overall mission statement with seven identified
goals and objectives was identified.

A final draft was brought before the Heritage Commission at a
public hearing held October 25, 1995. At that meeting, a motion
was unanimously approved by the Heritage Commission (7-0) to adopt
the Preservation Plan and recommend it for adoption by the Salina
Planning Commission and City Commission for inclusion in the City
Comprehensive Plan. The Planning Commission reviewed the
Preservation Plan at their public hearing on December 5, 1995. At
that meeting, a motion was made and approved 7-0 to recommend to
the City Commission approval of the preservation plan as an
amendment to the City Comprehensive Plan.
Proposed Amendment to the Preservation Plan
Following preparation of the draft plan, the City Manager expressed
a desire to clarify the intent of the action plan strategies. This
issue was discussed with the City Commission in an informal study
session on November 20, 1995. In response to this concern, an
explanatory paragraph was inserted at the bottom of p. 35 (revised
copy enclosed). This revision was contained in the document
reviewed by the Planning Commission on December 5, 1995.
~taff Recommendation
The information contained in the 1995 Salina Historic Preservation
Plan is the result of an 8-month planning process. The results of
this process indicate that historic preservation is an important
issue to the community that needs to be addressed through
development and adoption of a Preservation Plan.
The Heritage and Planning Commissions have recommended approval of
the preservation plan as an amendment to the City Comprehensive
Plan. If the City Commission concurs with these recommendations,
the attached ordinance should be adopted.

AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN OF THE
CITY OF SALINA, KANSAS.
BE IT ORDAINED by the Governing Body of the City of Salina,
Kansas:
Section 1. That the document entitled Salina, Kansas Historic
Preservation Plan, which is incorporated herein by reference, is hereby adopted
as an element of the Comprehensive Plan for the City of Salina.
Section 2. That this ordinance shall be in full force and effect from
and after its publication in the official city newspaper.
