Consideration of proposed gift of property described as Lot 28, on
Beloit Avenue, in the Addition to the Grounds of Kansas Wesleyan
University.
Backaround
On September 6, 1995, a warranty deed was recorded transferring
ownership of the subject lot from Harold Larson to the City of
Salina. On November 20, this item was brought before the City
Commission to consider this donation. On that date, the matter
was tabled until December 11, at which time it was again tabled
for this meeting.
This 50' x 128' lot is located at the west end of Beloit Avenue
immediately east of and adjacent to the flood control slough
situated between Osborne and Quincy Streets (aka 315 E. Beloit).
Because of the slough, Beloit Avenue has not been opened/improved
along its frontage with this lot. In discussions with Mr. Larson,
the lot owner and a local homebuilder, it appears that not only
would Beloit Avenue need to be extended to provide access but that
6' to 16' high retaining walls would need to be constructed along
the south and west sides of the street extension and lot,
respectively. Because of the extensive nature and cost of these
improvements, it does not appear that it is economically feasible
to develop this lot with a single-family home.
As previously mentioned, the lot is immediately adjacent to the
slough, which is a major drainage way that carries storm water
runoff from an area just north of Central Mall to the old Smoky
Hill River Channel. If this lot were added to the city's other
holdings along this corridor, it would contribute to flood storage

capacity as well as maintain the lot as open space. By the same
token, the lot would become tax exempt and require ongoing mowing.
A related matter involves delinquent general taxes for the years
1991 - 1995. This amounts to $381.98 which includes accumulated
interest and notice publishing fees but excludes outstanding city
assessments for nuisance and weed abatement of $250.00. If the
city were to accept this property, the sum of $381.98 would have
to be paid to the County Treasurer.
Recommended Action
Accept the donation of this property provided the owner pays the
back taxes in the amount of $381.98.
