Background Gypsum Hill Tower was erected in 1958 to serve the water supply requirements of east Salina. Until the recent completion of the Markley Tower this tank could not be removed from service for an extended period of time in order to perform major maintenance work, such as painting. During the past several years, certain Federal relulations were placed into effect that resulted in increased costs to remove lead based paints. Field testing of the old paint on the Gypsum Hill Tower indicated the presence of lead based paint. Therefore, the painting contractor is now required by the new regulations to strictly control the air emission quality; the concentration of lead in the surrounding soil; and the quality of the surface runoff while sandblasting the old paint from the tank. As a comparison, Sunset Tower, repainted in 1991 prior to the special Federal lead removal standards, cost $74,480 to complete the repainting project. This tower is nearly identical in size and shape to the Gypsum Hill Tower. The current Federal lead removal requirements have increased the cost of repainting of the Gypsum Hill Tower by over 300%. The following three (3) valid bids were received for this project on July 11, 1995: Contractor Bid Loyd's of Kern Painting Co., Lindsay, OK: $224,400 J.R.
