AUTHORIZING A GRANT AGREEMENT BETWEEN THE CITY OF SALINA AND SALINA
HABITAT FOR HUMANITY, INC.
BACKGROUND:
On June 26, 1995, the City Commission adopted an Action Plan for Neighborhood Service Area #2 as part
of the 1995 Neighborhood Improvement Program. In that Action Plan was included tentative approval of a
grant in the amount of $15,000 to Habitat for Humanity to assist in the acquisition and renovation of the
former "Benton's Care" building on First Avenue in NSA #2.
The City Attorney has drafted this Grant Agreement to allow this portion of the neighborhood plan to
proceed.
We understand Commissioner Pemey will be abstaining from discussion and consideration of this agenda
item due to his membership on the Board of Directors of Salina Habitat for Humanity.
RECOMMENDED ACTION:
Approve the Resolution authorizing the grant for this public purpose as a component of the Neighborhood
Improvement Program.

Dear Mr. Kissinger=
I am writing this letter on behalf of Salina Habitat for
Humanity, Inc. Please consider this our proposal for use of
funds from the Neighborhood Improvement Program.
By Resolution on April 10, 1995, the Habitat Board of
Directors authorized the President to offer a proposal to
purchase Bentons Cafe/Tavern located in Neighborhood
Service Area $2. With $15,000 from the Neighborhood
Improvement Program, Salina Habitat for Humanity would
purchase and do some renovation of the building. Habitat
proposes to convert the cafe/tavern to much-needed warehouse
and shop space with a future potential office/meeting area.
This renovated warehouse would enable Habitat to accept
donated building materials, which we frequently have to
refuse because of inadequate storage space.
We will need to do interior wall reconfiguration; rebuild an
exterior wall, install garage type doors; and install
storage bays and shelving and some electrical work. This
project will enable Habitat to become a visible presence in
the neighborhood, which will show our longterm commitment to
the area and residents. It will be a longterm benefit to
our hemebuilding projects because we will be able to a'ccept
greater volume of donated building materials, fixtures,
equipment and supplies. This will help keep building costs
for future homes reasonable and affordable.
A $15,000 grant from the City of Salina will help us finance
and renovate this project entirely so that regular revenues
can be used solely for home construction. We believe this
project will be of benefit also to the rest of the community
by relieving it of a location that has been the scene of
homicides, rowdiness, illegal drug and alcohol abuse and was
in 1994 declared a public health nuisance.
We request your positive response to our request. If you
have questions concerning the above, please feel free to
visit with anyone on the Board of Directors or I will be
available to answer any questions you may have.

I understand that Salina Habitat for Humanity, Inc. is requesting a Neighborhood
Improvement Program Grant of $15,000 for the purchase and renovation of the Benton's
Cafe property in north Salina. I would like to register my strongest possible support for
this project.
As a resident and manager of a business in north Salina, I believe that this type of
improvement would be very beneficial to this part of the community. I am also a
member of the Board of Directors of Habitat for Humanity and can assure you that, with
some small renovation, the property will be well used and cared for by that organization.
It will provide Habitat with a very useful facility with which to continue its work in
improving availability of housing in the neighborhood.
In summary, the requested grant would solve several problems and make north Salina a
much better place to work and live. If any additional information would be helpful, I will
be happy to assist.

I have been involved with Salina Habitat for Humanity, Inc. as a member
of the family selection committee. Under the direction of Kaye Crawford,
President, the local organization continues to set and achieve it's goal of
providing housing in Salina for people in need.
I have been told that Salina Habitat for Humanity, inc. wishes to purchase
and renovate the Benton Cafe property in north Salina with a Neighborhood
Improvement Program Grant. Habitat's desire to pumhase this building with a
grant for use as both storage and office space is an excellent idea. Not only
would it provide Habitat with much needed space, Habitat would make a good
neighbor to the citizens of north Salina.

Dear Dennis,
I wanted to take a few minutes to express my feelin9 regardin9 the
awardin9 of funds for the Neighborhood Improvement Program.
Specifically, Habitat for Humanity has submitted a request for
funds which would enable it to purchase and renovate the old
Benton's Cafe building.
Dennis, it would seem to me to be an ideal use of these monies to
fund this proposal. The acquisition of this buildin9 by Habitat
would, 1) ensure the termination of this property for use as a
bar/club/restaurant...and thereby put an end to the problems
associated with this type of use, and 2) provide a much-needed
buildin9 for Habitat for Humanity, which is currently in 9rear need
for a facility to store donated materials. Currently, Habitat is
often unable to receive donations of materials for lack of storage
space.
The Habitat proposal seems to make a 9reat deal of sense.

I am writing on behalf of the local Habitat for HumanitySs
(HFH) request for funds from a Neighborhood IlprOVelent Grant
in the Benton Cafe area. There is no question about the good
Habitat for Humanity does improving a community and the
neighborhood. The proposed use of funds~ if granted would be
a conversion of the old cafe into a warehouse to store
building materials and equipment.
Now when a donation of materials is made to HFHg there is &
storage problem until they are needed. The warehouse would
also allow us to purchase a larger quantity of materials at a
1ewer ~ost for use on several projects. Binge the eventual
homeowner is pesponaible fo~ the cons~puction material costs~
this ~ould_allo~ the savings to be passed along to the person
in most need of the savings.

GRANT AGREEMENT
This Grant Agreement is entered into this __ day of July, 1995, between the City of
Salina, Kansas (the "City") and Salina Habitat for Humanity, Inc. ("Habitat").
Recitals
A. The city of Salina has initiated a Neighborhood Improvement Program as a service
delivery method in lower income neighborhoods for the purposes of upgrading the quality of
public facilities in older areas of the city, encouraging surrounding property owners to improve
and maintain their homes and businesses, and enhancing the value, safety and livability, of the
community.
B. At its June 26, 1995, regular meeting, the governing body approved the 1995
Neighborhood Improvement Program Action Plan for the three neighborhood service areas,
including a redevelopment project for Neighborhood Service Area No. 2 assisting Habitat in the
acquisition and redevelopment of the former Benton's Cafe into a warehouse/shop and other uses
to further its housing programs.
C. In recognition of the public purpose served by assisting Habitat in its work of
enhancing the availability of affordable owner-occupied housing, the governing body has
authorized the grant of the amount of $15,000 to Habitat (the "Grant"), subject to the terms of
this Grant Agreement.
THE PARTIES therefore agree:
Section 1 - Use of funds. Habitat agrees that the Grant shall be applied toward the cost
of purchasing and renovating what has been known as "Benton's Cafe" located in 1995
Neighborhood Service Area No. 2. Habitat further agrees that it shall document to the City its
use of the Grant for the authorized purposes.
Section 2 - Term of Grant. The Grant will be available to Habitat at the time of the
scheduled closing on its purchase of Benton's Cafe; provided, however, such closing must occur
no later than December 31, 1995. If such closing has not occurred by December 31, 1995, this
Agreement shall terminate, and the Grant will be withdrawn unless reauthorized by the City.
Section 3 - Right to audit. Toward fulfillment of the City's responsibility in monitoring
the use of public funds, Habitat agrees that authorized representatives of the City will have an
opportUnity, upon request, to review the its financial records to verify proper use of the Grant
funds.
Section 4 - Binding effect. This Grant Agreement shall be binding upon the parties and
their successors and assigns.
