Award of contract for the Salina Soccer Complex RestroomlConcession Building, Project No. 03-1399,
Phase liB.
BACKGROUND:
On June 13, 2005, the City Commission authorized staff to proceed with Phase 1 of the Salina Soccer
Complex - East Magnolia Road Project. In the interest of time, the project has been designed and
built in phases (and sub-phases). Phase I improvements (earthworklirrigation/seeding) were
completed in October 2005. Phase IIA improvements (Magnolia Road modifications, access road,
parking lot, water and sewer) were completed on September 15, 2006. The complex was opened for
play on September 16, 2006 with very positive reviews, which met the original goal for the project.
The final phase of the project, Phase liB, involves construction of a restroomlconcession facility. The
local engineeringlarchitectural firm of Wilson & Company has provided all of the design services for
this project. City staff has provided a majority of the construction engineering services. Several
members of the Salina Soccer Club have served on the project design team.
The original bids for the Phase liB improvements were received on Tuesday, May 16, 2006 from two
qualified contractors as follows:

The City Commission rejected those bids on May 22, 2006 due to the high cost of the project. The
architect at the time also acknowledged that he had under estimated the cost of the project. City staff
and Wilson & Company architects analyzed those bids including interviews with the bidders to
determine the reasons for the cost discrepancies. The project architect, Jon Plumer, then worked with
city staff and Salina Soccer Club officials to redesign the building with cost-saving measures in mind.
Both previous bidders insisted that a longer construction period would yield lower bids. A number of
building features including HVAC, roofing and fixtures were changed or deleted to reduce costs. The
size of the building remained the same at approximately 1,800 square feet.
Bids were again received for the Phase liB improvements on Tuesday, September 26, 2006 from one
qualified contractor as follows:

The add alternate included enhancements to the HVAC system to provide service to the concession
area. The base bid provides HV AC to the restroom areas. Over ten (10) area general contractors
were solicited for bids. The low bidder, Lancaster Construction, suggested after the bid letting that the
cost of subcontractor services, materials and fuel were the reasons for the higher bid.
A third bid letting for the project was conducted on Tuesday, November 14, 2006 as follows:

FISCAL NOTE:
The financing for the Salina Soccer Complex is a public-private venture. The Salina Soccer Club has
committed $750,000 for the facility. The City Commission previously authorized an amount of
$1,088,000 in sales tax funds toward the capital improvements for the facility, as well as staff
resources for the design, construction and maintenance of this city-owned park complex. The
expenses to date on the project including all previous construction phases, engineering fees and land
acquisition costs are $1,704,265. The remaining project account balance is $133,735. A local
philanthropic foundation has offered a grant of additional funds for this phase of the project in the
amount of $120,000.00. The Salina Community Foundation is managing the grant funds in the name
of the Salina Soccer Club.
RECOMMENDATION:
It is recommended that the City Commission award the base bid for the Salina Soccer Complex
RestroomlConcession Building, Project No. 03-1399, Phase liB to Ponton Construction in the amount
of $250,730.00. It is further recommended that the alternate bid be rejected.
