AGENDA SECTION: ORIGINATING DEPARTMENT: APPROVED FOR NO. 8 AGENDA: PARKS & RECREATION ITEM NO. 4 BY: Steve Snyder ~ E~Y: ~ ITEM: The 1994 Oapital Improvement Program included the construction of two softball diamonds at EORA replacing those located in the Schilling area. This project was identified as a public/private partnership with OIP funding providing 50% of the initial project costs. The balance of the project is to be financed by user fees from softball participants based on a team fee of $75. When the project was in the planning stage in 1993, the number of adult teams from 1992 and construction estimates at that time were used. Based on those figures, it was anticipated the surcharge would be in effect for approximately four years. Since that time, the number of adult teams has declined and, coupled with an uncertain construction climate, the length of time originally anticipated to generate required funds is insufficient. It is our recommendation' to extend the team surcharge an additional year or for the time period necessary to cover the final phase of construction. Initial plans included a restroom/shelter combination similar to the facility located at the north end of the complex. As of this time, all aspects of the project are complete except construction of the restroom. Parks & Recreation crews have installed the shelter house and all utilities have been brought to the actual location. City Project #95-932 would contract masonry walls, installation of fixtures and electrical service. Framing of walls to shelter roof and painting would be by Parks & Recreation staff. Estimated costs of construction to complete the restroom facility are $25,000-$30,000. RECOMMENDATION: It is recommended the City Commission approve extension of the team surcharge for a period necessary to cover additional costs and to authorize staff to set a date to receive bids for project #95-932, Restroom Facility at ECRA Softball Fields.
