These financial statements are the responsibility ofthe Housing Authority of the City of Salina's management. My responsibility is to express an opinion on these financial statements based on my audit. I conducted my audit in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opmIOn. In my opinion, the fmancial statements referred to in the first paragraph present fairly, in all material respects, the financial position of the Housing Authority of the City of Salina as of June 30, 200 I, and the results of its operations and the cash flows for the year then ended in conformity with accounting principles generally accepted in the United States of America. In accordance with Government Auditing Standards, I have also issued a report dated October 15, 200 I on my consideration of the Housing Authority of the City of Salina's internal control over financial reporting and on my tests of its compliance with certain provisions of laws, regulations, contracts, and grants. That report is an integral part of an audit performed in accordance with Government Auditing Standards and should be read in conjunction with this report in considering the results of this audit. The accompanying schedule of expenditures of federal awards is presented for purposes of additional analysis as required by U.S. Office of Management and Budget Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations and is not a required part of the financial statements of Housing Authority ofthe City of Salina. The accompanying Financial data -3- I I I I I I I I I I I I I 'I I I I I I Schedule is presented for purposes of additional analysis and is not a required part of the financial statements ofthe Housing Authority ofthe City of Salina. Such information has been subjected to the auditing procedures applied in the audit of the financial statements and, in my opinion, is fairly presented in all material respects in relation to the financial statements taken as a whole. &;9flU.Cl ~ Certified Public Accountant October 15,2001 -4- I I I I I I I I I I I I I I I II I I I Exhibit A HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS BALANCE SHEET - PROPRIETARY FUND JUNE 30, 2001 ASSETS Cash $ 469,529 Accounts Receivable: Tenants, Net of Allowance 81 HUD 6,324 Miscellaneous 185 Investments, Unrestricted 414,022 Accrued Interest Receivable 157 Prepaid Expenses and Other Assets 14,116 Inventory 14.738 Total Current Assets 919,152 Notes Receivable 46,519 Fixed Assets, Net of Depreciation 5.979.786 Total Assets $ 6.945.457 LIABILITIES AND FUND EOUITY Liabilities: Accounts Payable: Vendors $ 320 Bank Overdraft 130 HUD 32,798 Other Government 30,054 Accrued Wages and Payroll Taxes 1,829 Accrued Compensated Absences 8,177 Tenant Security Deposits 23,549 Other Current Liabilities 6,026 Other Deferred Credits 78.360 Total Liabilities 181.243 Fund Equity 1,256,909 Contributed Capital 5.507.305 Total Fund Equity 6.764.214 Total Liabilities and Surplus $ 6.945.457 The accompanying notes to the financial statements are an integral part hereof. -5- I I I I I I I I I I I I I I I I I I I HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS STATEMENT OF REVENUES, EXPENDITURES, AND CHANGES IN FUND EQUITY - PROPRIETARY FUNDS FOR THE TWELVE MONTHS ENDED JUNE 30, 2001 Operating Revenue: Dwelling Rental $ Investment Income, Unrestricted HUD PHA Grants GainILoss on Sale of Fixed Assets ( Other Income Total Operating Revenue Operating Expenditures: Administrative Tenant Services Utilities Ordinary Maintenance and Operation Nonroutine Maintenance Housing Assistance Payments Casualty Losses, Not Capitalized Depreciation General Expense Total Expenditures Net Income (Loss) Fund Equity, Beginning of Year Prior Period Adjustments Fund Equity, End of Year The accompanying notes to the financial statements are an integral part hereof. -6- Exhibit B 342,054 31,737 1,358,268 2,750) 6.902 1. 736.211 314,352 21,951 10,083 154,699 29,673 763,998 798 147,299 88.737 1.531.590 204,621 6,559,484 109 $ 6.764.214 I I I I I I I I I I I I I I I I I I I HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS STATEMENT OF CASH FLOWS - PROPRIETARY FUNDS JUNE 30, 2001 Exhibit C Cash Flows from Operating Activities: Operating Income $ 204,621 Add (Deduct) Items Not Affecting Cash: Depreciation (Increase) Decrease in Accounts Receivable (Increase) Decrease in Accrued Interest Receivable (Increase) Decrease in Prepaid Expenses (Increase) Decrease in Inventory Increase (Decrease) in Accounts Payable Increase (Decrease) in Accrued Liabilities Increase (Decrease) in Other Current Liabilities Increase (Decrease) in Security Deposits Increase (Decrease) in Other Deferred Credits Net Cash Flows from Operating Activities Cash Flows from Investing Activities: (Increase) Decrease in Investments Purchase of Land, Structures, and Equipment Disposal of Land, Structures, and Equipment Prior Period Adjustments for Accounting Conversion, Net Net Cash Flows from Investing Activities Net Increase (Decrease) in Cash Cash, Beginning of Year Cash, End of Year The accompanying notes to the financial statements are an integral part hereof. -7- 147,299 198,657 649 ( 648) ( 13,798) ( 75,009) 7,160 6,019 3,617 689 479.256 107,697 ( 200,658) 2,750 109 ( 90.1 02) 389,154 80.375 $ 469.529 I I I I I I I I I I I I I I I I I I I HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS NOTES TO THE FINANCIAL STATEMENTS JUNE 30, 2001 Page 1 of 4 Note 1 - The Reportine Entity The agency was created under the provisions of the laws of the State of Kansas. The purpose of the agency is to administer Public Housing Programs authorized by the United States Housing Act. The governing board is appointed by the Mayor of the City of Salina. The governing board employs executives; authorizes contracts of subsidy with the U.S. Department of Housing and Urban Development (Annual Contributions Contract) pursuant to that agency's regulations and statutory authorizations; and causes the agency to construct, own, and operate public housing facilities. The financial liability ofthe housing agency is essentially supported by the operating and debt service subsidies received under contract from the Federal government. Generally accepted accounting principles require that the financial statements present the accounts and operations of the Housing Authority and its component units, entities for which the entity is considered to be financially accountable. Blended component units, although legally separate entities, are, in substance, part ofthe entity's operations. If component units exist, data from these units are combined with data from the Housing Authority. Each discretely presented component unit, if any, would be reported in a separate column in the combined financial statements to emphasize that is legally separate from the Housing Authority. As of June 30, 2001, and for the fiscal year then ended, the Housing Authority had no discretely presented component units or any component units required to be blended in these financial statements. Note 2 - Basis of Accounting , The Housing Authority of the City of Salina uses a Proprietary Fund Type to account for the activities of the housing authority in a manner similar to commercial enterprises. This proprietary fund is accounted for using the economic resources measurement focus. Accordingly, this fund reports all assets and liabilities on the balance sheet. The reported fund equity is segregated into contributed capital and retained earnings components. Proprietary fund operating statements present increases (revenues) and decreases (expenses) in net assets. This fund uses the accrual basis of accounting. Revenues are recognized when earned and become measurable and expenses are recognized when incurred, if measurable. -8- I I I I I I I I I I I I I I I I I I I HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS NOTES TO THE FINANCIAL STATEMENTS JUNE 30, 2001 Page 2 of 4 The Housing Authority applies all applicable accounting and financial reporting standards of the Financial Accounting Standards Board (FASB) issued through November 30, 1989, in accounting and reporting for its proprietary fund. Budgetary Information - Annual budgets are adopted, as required by HUD Annual Contributions Contracts, for the Owned Rental Housing and Section 8 Programs. Annual budgets are not required for Comprehensive Improvement Grants. These budgets are prepared on a regulatory basis (HUD) and do not contain certain accounts as required by GAAP, such as Provision for Uncollectible Accounts, Depreciation, and certain accruals. Cash Equivalents - For purposes of reporting cash flows, all highly liquid investments (including restricted assets) with a maturity ofthree months or less are considered to be cash equivalents. Investments - Investments are reported at fair value. Investments consist of Certificates of Deposit which are reported at carrying amount which reasonably estimates fair value. Inventories - Inventories consist of expendable supplies held for consumption. They are valued at cost (first-in, first-out), which is less than the current market value. Prepaid Expenses - Certain payments to vendors reflect costs applicable to future periods. These payments are recorded as prepaid expenses. Fixed Assets - Fixed assets are valued at historical cost. It is the policy of the Housing Authority to capitalize all assets with a cost of $500 or greater. Donated fixed assets are valued at the estimated fair value at the date of the donation. Depreciation of all exhaustible fixed assets is charged as an expense against operations. Accumulated depreciation is reported on the balance sheet. Depreciation is provided over the estimated useful lives using the straight-line method. Estimated useful lives, in years, for depreciable assets are as follow: Dwelling Structures Nondwelling Structures Equipment 15 - 40 years 40 years 3 - 5 years Compensated Absences - It is the Housing Authority's policy to allow employees to accumulate earned but unused vacation pay benefits up to certain limits. These amounts are charged to expense and a corresponding liability is established when earned. -9- I I I I I I I I I I I I I II I I I I I I HOUSING AUTHORITY OF THE CITY OF SALINA SALINA, KANSAS NOTES TO THE FINANCIAL STATEMENTS JUNE 30, 2001 Page 3 of 4 Note 3 - Cash As required by law, the depository is required to have FDIC insurance. I conducted my audit in accordance with auditing standards generally accepted in the United States of America, and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Compliance As part of obtaining reasonable assurance about whether the financial statements are free of material misstatement, I performed tests of compliance with certain provisions oflaws, regulations, contracts and grants, noncompliance with which could have a direct and material effect on the determination of financial statements amounts. However providing an opinion on compliance with those provisions was not an objective of my audit and, accordingly, I do not express such an opinion. The results of my tests disclosed no instances of noncompliance that are required to be reported under Government Auditing Standards. Internal Control Over Financial Reporting In planning and performing my audit, I considered the Housing Authority of the City of Salina's internal control over financial reporting in order to determine my auditing procedures for the purpose of expressing my opinion on the financial statements and not to provide assurance on the internal control over financial reporting. My consideration of the internal control over financial reporting would not necessarily disclose all matters in the internal control that might be material weaknesses. A material weakness is a condition in which the design or operation of one or more of the internal control components does not reduce to a relatively low level the risk that misstatements in amounts that would be material in relation to the financial statements being audited may occur and not be detected within a timely period by employees in the normal course of performing their assigned functions. I noted no matters involving the internal control over financial reporting and its operation that I consider to be material weaknesses. -13- I I I I I I I I I I I I I I I I I I I This report is intended solely for the information and use of the management and federal awarding agencies and pass-through entities and is not intended to be and should not be used by anyone other than these specified parties. {!qIrH~o ~ Certified Public Accountant October 15,2001 -14- I I I I I I I I I I I I I I I I I I I CYNTHIA L. The Housing Authority of the City of Salina's major federal programs are identified in the summary of auditor's results section of the accompanying schedule of findings and questioned costs. Compliance with the requirements oflaws, regulations, contracts and grants applicable to each of its major federal programs is the responsibility of the Housing Authority ofthe City of Salina. My responsibility is to express an opinion on the Housing Authority of the City of Salina's compliance based on my audit. I conducted my audit of compliance in accordance with auditing standards generally accepted in the United States of America; the standards applicable to financial audits contain in Government Auditing Standards, issued by the Comptroller General of the United States, Office of Management and Budget Circular A-I33, "Audits of States, Local Governments, and Non-Profit Organizations". Those standards and OMB Circular A-B3 require that I plan and perform the audit to obtain reasonable assurance about whether noncompliance with the types of compliance requirements referred to above that could have a direct and material effect on a major federal program occurred. An audit includes examining, on a test basis, evidence about the Housing Authority of the City of Salina's compliance with those requirements and performing such other procedures as I considered necessary in the circumstances. I believe that my audit provides a reasonable basis for my opinion. My audit does not provide a legal determination on the Housing Authority of the City of Salina's compliance with those requirements. In my opinion, the Housing Authority ofthe City of Salina complied, in all material respects, with the requirements referred to above that are applicable to each of its major federal programs for the year ended June 30, 2001. -15- I I I I I I I I I I I I I ! I I I I I I Internal Control Over Compliance The management of the Housing Authority of the City of Salina is responsible for establishing and maintaining effective internal control over compliance with requirements of laws, regulations, contracts and grants applicable to federal programs. In planning and performing my audit, I considered the Housing Authority of the City of Salina's internal control over compliance with requirements that could have a direct and material effect on a major federal program in order to determine my auditing procedures for the purpose of expressing my opinion on compliance and to test and report on internal control over compliance in accordance with OMB Circular A-B3. My consideration of the internal control over compliance would not necessarily disclose al matters in the internal control that might be material weaknesses. A material weakness is a condition in which the design or operation of one or more of the internal control components does not reduce to a relatively low level the risk that noncompliance with applicable requirements oflaws, regulations, contracts and grants that would be material in relation to a major federal program being audited may occur and not be detected within a timely period by employees in the normal course of performing their assigned functions.
