Proposed Business Solution Internet Access Services
Sprint's Internet Access Services help businesses interconnect more employees,
more vendors and more customers than any other data communication service.
Even with a single Internet connection, City of Salina can reach any other
Internet connected vendor or customer, anywhere in the world, all for a fixed
monthly, or usage -based fee.
Sprint's Internet service uses the Transmission Control Protocol/Internet
Protocol (TCP /IP) suite of software, a group of non - proprietary protocols that
can work with every computer worldwide. You will find Sprint's Internet
services valuable for the most common communication applications. TCP /IP
supports HyperText Transport Protocol (HTTP) for World Wide Web (WWW)
use, File Transfer Protocol (FTP), Telnet, Serial Line Internet Protocol /Point -to-
Point Protocol (SLIP /PPP), Simple Mail Transfer Protocol (SMTP) for
electronic mail use, and many other protocols, including access to the global
Internet.
The Sprint Internet network has been engineered to meet the growing needs of
companies who wish to use the rapidly expanding reach of the Internet. Sprint's
backbone circuits consiste of multiple OC48s, OC12s (622 Mpbs), OC3s (155
Mbps), and DS3s (45 Mbps) between the Internet Nodes. Sprint constantly
monitors backbone circuit utilization and initiates build -outs to ensure circuit
utilization does not exceed 65 %.

Dedicated Access
For larger traffic requirements or a continuous connection to the Internet, Sprint
recommends Dedicated Access. Sprint offers dedicated access to the Internet
via private lines at a wide range of speeds, including a variety of NxTI and
fractional DS3 speeds, full DS3, OC3, OC 12 and OC48. This range of access
speeds provides a smooth migration path to higher bandwidth requirements.
Sprint gives City of Salina the ability to integrate access with other Sprint
services on the same dedicated circuit —a cost savings to you. Many other
major IP providers are not carriers, so they are unable to offer you this option.
Integrated access helps you contain costs and maximize the use of your access
lines to Sprint.
Sprint Dedicated Internet service is available in many bandwidth speeds.
Bandwidth speeds are measured by the amount of time (seconds) it takes to
transport an amount of information (bits). Sprint's bandwidths are measured in
kilobits (thousands of bits) per second (kbps), megabits (millions of bits) per
second (Mbps), and gigabits (billions of bits) per second (gbps).
Below are the available bandwidths:
• DS1 and Below Access: 56/64 kbps (DSO), 112/128 kbps, 224/256
kbps, 336/384 kbps, 448/512 kbps, 560/640 kbps, 672/768 kbps, and
1.244/1.544 Mbps (DS 1).
• Multi Megabit T -1 Access: 3 Mbps, 4.5 Mbps, 6Mbps, 7.5Mbps, and
9 Mbps.
• Fractional DS3 Access: 6 Mbps, 7.5 Mbps, 9 Mbps, 10.5 Mbps, 12

Frame Relay Gateway
Sprint's Frame Relay- Internet Gateway service provides existing Sprint Frame
Relay customers access to the Sprint Internet Network and the greater Internet
without investing in additional equipment or technology. This gateway enables
you to interconnect with vendors, customers, and others outside of your frame
relay network.

ATM Gateway
Sprint's ATM - Internet Gateway service also provides existing Sprint ATM
customers access to the Sprint Internet Network and the greater Internet without
investing in additional equipment or technology. The gateway connects an
ATM virtual circuit (VC) from your location to a Sprint ATM - Sprint
Dedicated Internet Gateway. This gateway enables you to interconnect with
vendors, customers, and others outside of your ATM network.
Equipment
As part of your Dedicated Internet Service, Sprint can lease, manage and
maintain any Customer Premises Equipment (CPE) that City of Salina's
application requires. CPE for Dedicated Internet Service can include routers,
channel banks, Channel Service Unit/Data Service Units (CSU /DSU), and VPN
Devices for Encryption and Tunneling. In addition, we will provide proactive,
continuous (24 hours a day, 7 days a week) in -band monitoring of City of Salina
is access link. Sprint will notify you of any planned service interruptions, and
Sprint's Internet Service Center (ISC) will investigate any unplanned service
outages.
Managed Network Services for IP
Managed Network Services for IP (MNS for IP) brings together the benefits of
Sprint's Managed Network services and Internet Services to City of Salina as a
seamless solution. MNS for IP gives City of Salina network management down
to your Internet router. Sprint provides City of Salina with planning, design,
performance management, and network expertise to support your Internet
services.
Multicasting
Multicasting allows businesses to send a single copy of their electronic content
regardless if they have one or one million content recipients. Sprint's Internet
Network, not the customer's, multiplies the single copy as many times as there
are recipients. Since businesses need only to create a single copy of their
content, Sprint Multicasting Service allows businesses' network infrastructures
to scale without adding costs. Multicasting helps businesses reduce the cost of
employing and training Internet -savvy employees. Sprint ensures that your
content is properly replicated and transported to their intended recipients,
thereby enabling businesses to focus on doing more business, not on operating
their networks.

Burstable Pricing
Sprint's Burstable Service gives City of Salina the flexibility to pay only that
portion of the dedicated Internet access circuits bandwidth used. This pricing
platform benefits customers that do not consistently use their link's entire
bandwidth for the entire billing period, but want a larger access link in case a
temporary burst in bandwidth is needed.
Internet VPN
Businesses today are becoming increasingly dependent on technology to expand
their presence and communicate more effectively. Business needs for Intranets,
Extranets, and Enterprise Internet access have created immense demand for
higher transport speeds and increased security. Internet VPN offers City of
Salina the ability to send and receive secure traffic, while leveraging the
ubiquitous nature of the public Internt.
Service Level Guarantees
Sprint believes you should receive the best domestic Internet service possible.
In fact, Sprint's Internet backbone was awarded "Top Performer" in all
categories by Data Communications in November 1998. Sprint guarantees
domestic dedicated Internet customers with traditional access and with non -
Enhanced Metro SONETa 99.9% or better Dedicated Access and Backbone
Availability. Sprint guarantees 100% availability with Enhanced Metro SONET
access. In the event we don't meet these guarantees, Sprint will give City of
Salina a service credit; credit amounts vary by specific guarantee.
Sprint domestic Internet Service customers also receive our Delay Guarantee
whereby Sprint will maintain an average round trip POP -to -POP network delay
of less than or equal to 70 milliseconds (ms) for its Internet Networks. In the
event we do not meet this guarantee, Sprint will provide City of Salina with a
service credit equal to 10 percent (10 %) of its monthly dedicated port charge.
Sprint now provides up to 100 percent credit to City of Salina if service is
unavailable. On outages of an hour or less, City of Salina receives a three -day,
pro -rated monthly port and PVC (if applicable) charge credit. On outages over
an hour, City of Salina receives an additional day credit for each hour the
outage persists up to 100 percent for that month.

Sprint offers multi - layered network management to maximize network quality
and provides dedication to customer and network problems.
The Service Management Center (SMC) serves as the front line of network
management. The SMC is available 24 hours a day, 7 days a week, 365 days a
year, via a toll -free number.
The Internet Service Center (ISC) is dedicated to Internet customer support and
problem resolution. It operates continuously -24 hours a day, 7 days a week,
365 days a year. The ISC is a fully integrated, technical assistance center,
staffed by trained Internet engineers.

DEDICATED SERVICE IMPLEMENTATION
Sprint is committed to providing the highest quality in service implementation
to City of Salina. Sprint will secure the appropriate resources to ensure an
expedient and thorough implementation of your Sprint service. The following
outlines the steps involved in implementing dedicated service.
• City of Salina selects Sprint as telecommunications partner.
• City of Salina, Sprint, and equipment vendor meet to formulate cut -over
schedule and exchange technical information pertinent to cross - connect.
• Sprint performs site survey.
• Sprint enters order for services and establishes credit line.
• Order is sent to local telephone company for local loop.
• Sprint receives finn order commitment date from local telephone
company for local loop (T 1).
• Local telephone company installs T1 and turns over to Sprint.
• Sprint tests T 1 and releases for cross - connect.
• City of Salina, Sprint, and equipment vendor cross - connect T 1 and
conduct test of services.
The average time frame for installation is 30 -45 business days, although it may
be reduced by expediting certain steps in the process.

CUSTOMER SUPPORT
Customer Support Internet Service Center
INTERNET SERVICE CENTER
The SprintLink network is operated and maintained 24 hours a day, seven days
a week through Sprint's Internet Service Center (ISC) in Reston, Virginia. This
group provides our customers with responsive, integrated maintenance of
services through a single customer interface to detect, report, analyze, and
correct troubles. Combining the functions of customer service and network
management, this group offers end -to -end monitoring of network services.
The ISC monitors the network using the Simple Network Management Protocol
(SNMP). This proactive network management means that service disruptions
can be either reported by our customers or detected by the ISC.
A trouble ticket is opened for every service disruption, whether reported by a
customer or Sprint- detected, using Sprint's Trouble Reporting System (TRS).
TRS is an automated, on -line management and administrative reporting system
with comprehensive databases that automatically gather source data. For each
trouble ticket, TRS will maintain information about the trouble, the steps taken
to resolve it, and the final disposition of the trouble ticket.
When the ISC detects a problem, an ISC representative will notify City of
Salina of the problem and of all corrective actions in progress. The ISC will
initiate problem identification actions using standard processes and procedures,
which include:
• Network loopbacks.
• Bit -error rate tests.
• Evaluation of switch statistics.
• Evaluation of CPE statistics.
• Line status checks.
ISC technicians will immediately implement a problem resolution strategy
based on information from the router management system, from your
designated contact(s), and from other Sprint network monitoring systems. In a
typical fault isolation scenario, the ISC technician will attempt to query your
router to ascertain whether the problem is on the LAN interface side or on the
network/protocol side of the router. The technician will typically call your
designated contact to obtain additional information and, as appropriate, provide
initial problem assessment and handling information. Unless indications point
to equipment problems at your facility, the ISC will normally initiate action for
fault isolation and testing of the circuits supporting the service.

Customer Support Internet Service Center
For suspected problems with domestic private line circuits, the ISC will work in
conjunction with Sprint's Private Line Service Center (PLSC) in Atlanta,
Georgia, for remote circuit testing, dispatch of network technicians, and LEC
testing of the access circuits involved. The PLSC has installation and
maintenance responsibility for all Sprint domestic private lines. If work is
required on equipment at your premises, including the Cisco router(s), a
technician will be dispatched to support diagnostic testing and to replace
hardware as required. City of Salina will be kept apprised of the status of all
service restoration activities.
Established escalation procedures ensure efficient, prompt trouble resolution.
Our intent is to always resolve your problem in a timely manner with the least
possible impact to your normal business operations. The trouble ticket will not
be closed until you are satisfied that the problem has been corrected.

INVOICING AND MANAGEMENT
REPORTING
Sprint's method of invoicing for public data network services provides
summarized and detailed information, which allows City of Salina to perform
cost and usage analysis and to accurately charge -back usage expenses. City of
Salina is billed monthly on a single invoice for all fixed and variable charges
related to Sprint's public data network services. The invoice reflects the fixed
charges for the current month and the usage charges in arrears. The invoice has
been designed to clearly segregate equipment costs, network usage charges, and
all categories of billing arrangements.

The invoice format, which supports all Public Data Network services, reflects
all fixed (recurring) and variable usage charges for the current month and in
some cases up to four previous months. The invoice has been designed to
clearly segregate equipment charges from network usage charges.

PORT AVAILABILITY SERVICE LEVEL AGREEMENT ( "SLA ")
PERFORMANCE GUARANTEE
This SLA measures the percentage of time a Port is available for Customer's use.
1. COMMITTED PORT AVAILABILITY.
Sprint will maintain the following monthly Port availability, as applicable, or Sprint will provide
Customer with the remedies described in Section 3.
(A) End -to -End Port Availability.
(1) Sprint- Provided Enhanced Metropolitan -Area SONET Access. Sprint will maintain 100%
end -to -end Port availability ( "Committed Port Availability") for each Port that utilizes Sprint -
provided enhanced metropolitan -area SONET access.
(2) Sprint- Provided Non - Enhanced Metropolitan -Area SONET Access or Dedicated Local
Access. Sprint will maintain 99.90% or greater end -to -end Port availability ( "Committed Port
Availability") for each Port that utilizes Sprint- provided non - enhanced metropolitan -area
SONET access or dedicated local access.
(B) POP -to -POP Port Availability
Sprint will maintain 100% percent POP -to -POP Port Availability ( "Committed Port Availability")
for each Port that utilizes Customer - provided local access.
(C) Requirements
The Sprint Access Node must be located within the 48 contiguous United States or the District of
Columbia.
2. PORT AVAILABILITY CALCULATION
2.1 Calculation. Port availability is calculated monthly as follows:

2.2 Components Included in Port Availability. Port availability is calculated based on the

2.3 Outage Time. Excluding outages caused by the factors listed below, outage time ( "Outage Time')
is the total time in a month that a Customer's Port is unable to transmit or receive High Level
Data Link Control ( "HDLC ") traffic. Outage Time is measured from the time Sprint opens a
trouble ticket to the time a problem is repaired. Outage Time does not include outages of less
than 60 seconds duration, or time attributed to Customer's delay in responding to Sprint's
requests for assistance to repair an outage. Outage Time will not include outages caused by:
(A) failure of any component not included in subsection 2.2 above;
(B) failure of Customer - provided local access facilities used to access the Sprint IP Network;
(C) scheduled maintenance from 12:00 A.M. - 6:00 A.M., Local time at site, Mondays for Internet,
Wednesdays for Intranet. Refer to http: / /www.sprintlink.net for current schedule;
(D) failure of any components beyond the IP side of a network -to- network interface ( "NNI ");
(E) failure of any components on the Frame Relay side of an IP -Frame Relay Gateway Service or
the ATM side of an IP -ATM Gateway Service;
(F) failure of any components that Sprint cannot correct because Customer is inaccessible;
(G) troubles resolved as "No Trouble Found ";
(H) force majeure events;
(I) Customer's negligence or willful misconduct or the negligence or willful misconduct of others
authorized by Customer to use the IP Products and Services; or
(J) lateral Exchange Network Service.
3. PORT AVAILABILITY REMEDY
If Customer believes that Sprint has failed to meet its Committed Port Availability, Customer must
contact its Sprint Account Manager. Upon Sprint's verification that the actual Port availability is
below the Committed Port Availability, Sprint will issue a service credit ( "Service Credit ") to
Customer. The Service Credit will equal the applicable amount from the table below. Service Credits
will not exceed the limits in Section 4.

4.1 Monthly Service Credit. Service Credits issued in any month for a Port under this SLA will not
exceed the monthly recurring charges for the affected Port.
4.2 Yearly Service Credit. The combined cumulative total of Service Credits issued during a Contract
Year under this SLA and any other IP SLAs will not exceed 20% of Customer's total IP Products
and Services invoiced during that Contract Year.

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
WITH SPRINT FOR INTERNET ACCESS SERVICES FOR A THREE YEAR PERIOD.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Mayor is hereby authorized to execute a contract Sprint for Internet
access services for a three year period, subject to the terms and conditions of the contract, in an
amount not to exceed $1,072.06 per month for three years.
Section 2. That this resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 23`d day of April,
2001.
