Concession agreement for Bill Burke Park
Background:
Since 1994, the City of Salina has contracted concession operations to civic clubs, organizations, and
individuals. Concessionaires operate at Bill Burke Park, East Crawford Recreation Area, Dean Evans
Stadium, and Kenwood Pool under different agreements. Since 1997, South High School Music
Booster Club members have operated concessions at Bill Burke Park.
This winter, the Booster Club gave notice of their intent to discontinue operations at the Bill Burke
stand. The Salina Optimist Club contacted staff and expressed interest in the Burke operation. After
meeting with board members of the club to discuss details and expectations, the club agreed to
operate concessions under all terms of the previous agreement.
Highlights of the attached agreement:
1. Concession service to be provided for all games played, except for sponsored tournaments
desiring to provide their own concession operation with compensation to the Optimist Club.
2. City approval of merchandise and concession items sold and pricing.
3. Payment of $2500 to the City of Salina annually for the right to operate. Additional payment to
made for equipment lease of certain concession equipment.
4. One year agreement renewable annually.
5. Through contractual obligation, the only soft drink products to be sold will be those provided by the
Coca-Cola Bottling Company of Mid-America.
Recommendation:
It is staffs recommendation the City Commission approve resolution #02-5825 authorizing an
agreement between the City of Salina and the Salina Optimist Club for operation of concessions at
Bill Burke Memorial Park.
RESOLUTION NUMBER 02-5825
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT WITH THE SALINA OPTIMIST CLUB FOR OPERATION OF
CONCESSIONS AT BILL BURKE MEMORIAL PARK.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Mayor is hereby authorized to execute an agreement with the Salina
Optimist Club for operation of concessions at Bill Burke Memorial Park, subject to the terms and
conditions of the agreement.
Section 2. That this resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 25th day of
March, 2002.
