This ordinance relates to recommendations Nos. 1, 2, 3, 4, 5, and 6
of the report dated August 8, 1980, concerning conversion to a semi-
automated refuse collection system:
1. All City refuse collection service be curbside.
2. Sanitation Department provide each subscriber
one 80 to 85 gallon, wheel-mounted, plastic refuse
storage container. At the Focus Session of Septem-
ber 25, we modified this recommendation to permit
subscribers to purchase additional containers, at
City cost, and be serviced at no additional cost.
3. Allow only disposable plastic bags be used for refuse,
such as grass clippings. Require all other trash and
garbage be stored in the plastic carts.
4. Increase the monthly service fee from $3.75 to $4.75.
Even with a reduction of 9 employees and operating
3 less trucks, the increase is necessary to pay for
the new equipment and to cope with other increasing
operating costs, i.e., landfill fees, fuel costs,
equipment maintenance, etc. (See Agenda Item 8.5)
5. & 6. These recommendations were modified at the Focus Ses-
sion. We had originally proposed special pickups
(except tree limbs) be continued without an extra
charge. We are now recommending an additional ser-
vice fee be charged to pick up piles of tree limbs
or other items not feasible to be loaded by the route
crew into the packer truck. (See Agenda Item 8.5)
. Attached is an example of rules and information which would be developed
by the City Manager, as provided for in the ordinance.

Operating the landfill Monday through Saturday, rather than seven days
a week as we presently do, is one of the rules the City Manager will
be authorized to adopt with passage of the ordinance. This was recom-
mended in the report pertaining to the landfill operation, dated Sep-
tember 10, 1980.

Refuse Storage:
The Sanitation Department will provide each residential
subscriber with a plastic, wheel-mounted 80 to 85 gallon
storage cart.
Subscribers may purchase additional carts at the City's
cost. These carts will be serviced at no additional
charge.
Carts may be stored any place on the premises the sub-
scriber chooses.
All garbage and putrescible material is to be stored in
the large, plastic cart(s). It is recommended garbage
be drained and wrapped before being deposited in the
cart.
Disposable plastic bags may be used for grass clippings.
Subscribers shall not use boxes, plastic or metal cans
or any other type of containers for storage of refuse.
The Sanitation Department shall be responsible for main-
tenance of the City-owned carts involving normal wear
and tear. Damage resulting from neglect or abuse by the
subscriber shall be paid by the subscriber.
Subscriber-owned carts will be repaired by the City at
cost.
City Refuse Collection Service is Optional:
* Weekly City service is available to residents of one,
two, and three family units.
* Residents can also contract with private, licensed
haulers; or
* Residents can transport their own refuse to the Landfill.
Subscribers are required to place the cart(s) adjacent to
the street curb for service by the Sanitation Department.
This expedites the collection process and helps hold down
the expenses which must be passed onto the subscribers.

Subscribers who are physically disabled, cannot manipulate
the storage cart and have no one residing with them who is
able to do so, may leave the cart at a convenient location
on the premises. The collection crew will take the cart
to the truck, empty it, and return it to the designated
location at no extra fee.
Special Pickup Service:
Call 827-7131.
Special pickup service is available at additional cost for
material which cannot be loaded into the packer trucks, such
as certain large appliances, piles of tree limbs, etc. Please
call the above number for information concerning charges for
special pickups.
Fees and Billing:
Effective January 1, 1981, the monthly service fee will be
$4.75.
Refuse collection service will be billed as a part of the
water and sewerage bill.
Extra charges for special pickup service will be added to
the monthly fee.
Alleys:
Refuse collection trucks, public and private, are not per-
mitted to use unimproved alleys. This reduces damage to
alleys which taxpayers must pay to maintain. It also re-
duces expense in operating and maintaining the collection
trucks.
