Administrative Brief .' COMMISSION INFORMATIONAL MEMORANDUM September 19, 1980 VOL. 2, NO. 32 ITEMS OF INTEREST 1. I have received a copy of the Environment Assessment work sheet for the proposed Post Office site between Elm and Ash, and Fourth and Fifth Streets. The study was prepared by WAPORA, Inc. and it is in conclusion that the project will not have an adverse environmental impact and, therefore, they conclude a comprehen- sive environmental impact study is not necessary. If any Commissioners care to review the approximately 50-page docu- ment, we will be happy to provide you a copy that is now handled by the Planning Department. 2. The Corps of Engineers will conduct an inspection of the dike system on October 22 and 23. It will start at 1:00 P.M. on the 22nd. Any Commissioner interested in attending this tour is welcome. It will give you an opportunity to obtain a comprehen- sive knowledge of the dike system. We tend to take the dike system for granted now that it has been in place so long; but as those with long memories know flooding has been in the past and without the dike system would be today a most serious problem in the City. 3. The Annual Meeting of the League of Kansas Municipalities will be in Wichita on October 12, 13, and 14. It will be held in the Holiday Inn Plaza, starting on Sunday afternoon at 1:45 P.M. and continues through Tuesday. Enclosed is a copy of the agenda. If you are interested in attending, please contact us. We have already made hotel reservations. We would like to know by Monday, September 22, if you are interested. 4. The next Focus Session is on September 25 at 3:30 P.M. We will be discussing the fees and operation of the refuse collection system and the landfill. 5. The Annual Meeting of the PAN American Highway Association will be in Salina on October 9 at the Red Coach Inn starting at noon. Enclosed is a copy of the program. Any Commissioner interested in attending, please contact us. We will be happy to make your reservations and pay for your attendance. ADMINISTRATIVE BRIEFS 1. John Estes advises they plan to begin the landscape work at the Animal Shelter October 6 and estimates it will take a couple of weeks to complete it. 2. The excess dirt at the Bicentennial Center has been graded down and seeded. CIM - September 19, 1980 Page Two 3. The Street Department has installed two additional handicapped parking stalls on Santa Fe at the mid-block crosswalks. This provides stalls on each side of the street in the 100 Block north and the 100 Block south. In the 200 Block south, there is one stall on the west side of the street. They were unable to place one on the east side due to First State Bank's driveway. 4. The Personnel Department advises we have received verbal approval for the extension of our CETA contract through January, 1981. The present contract began February 1 and expires September 30. We are authorized 7 positions of different classifications under the contract. 5. Ron Tremblay has visited with Dan Hebert concerning Heath Auto Salvage located on the northeast corner of Ohio and Pacific. He will be sending a notice to Heath to make sure the material is off the public right-of-way and screened. Of course, this only applies to that portion which is inside of the City limits. Ron feels they will be able to make some improvement in the situa- tion or see that their salvage license is not renewed. Bill Harris will discuss this matter with the County Commission to see if they may have any suggestions to improve the County portion. 6. Enclosed is the Engineering Update. 7. Larry Justus has filed an Assignment of Franchise in accordance with Ordinance #8544 whereby Salina Cable TV's franchise will be assigned to Manhattan Cable; Communications Services, Inc., a Kansas corporation. Larry stated there will be no change in the services or local organization. It is simply an internal change in the structure. 8. Enclosed is the Fire Prevention Week activities as planned by the Fire Department. 9. At the Tri-Governmental Council meeting September 16, Mrs. Palmer asked if the City and County would be willing to share in the cost to provide a drug addiction counselor in the school system as proposed by the Central Kansas Foundation on Alcoholism & Chemical Dependency (CKF). The budget as presented to USD 305 by Ed Shepard in March, 1980, totaled $18,820. Mrs. Palmer was asking if each agency would be willing to pick up one-third of the cost. There are presently two people working in the school. system with the drug problem; one is funded by a grant obtained by CKF. This person is working at the secondary level in what is known as the Preventive Education Program or PEP. The other is titled Ele- mentary Prevention Specialist. This position is being financed by a one year grant obtained from the State by USD 305. This person's role is more in the area of education on drugs and their effects, as opposed to counseling or working with drug users. Scheduling of these activities will be handled by the Salina Fire Department's Fire Prevention Bureau. Participation in the activities will include the entire Salina Fire Department. Our format will be changed somewhat this year to include outdoor demonstrations. A letter has been submitted to the superintendent of schools requesting per- mission to meet with the school principals to set up a schedule for carrying out our planned activities. We plan to begin contacting the principals on September 15, 1980. On September 22nd, the Fire Prevention Bureau and Station #1 personnel will attend the City Commission meeting for the reading of the Fire Prevention Week proclamation. As soon as it has been read, we will leave and return to our normal duties. During the week of September 22nd we will assemble our schedules and prepare the fire safety manuals for distribution to the schools. The schedule will be returned to the schools on September 29th, so that the time and dates may be con- firmed by each school. October 2nd and 3rd, the School yard signs will be installed at each school in the city. This year's activities will include a fire drill at each school using a 'blocked exit'. If possible, an exit to be used by the third and fourth grade students will be blocked. Upon completion of the drill, all students will assemble in a pre-designated area to observe demonstrations by the Fire Department personnel and to see the apparatus and equipment. The following demonstrations will be carried out: 1. Dressing of two firefighters in protective clothing and breathing devices 2. Application of water with booster lines 3. Fire Department personnel jumping into the Life Net The last part of the program will be the introduction of "Sparky", who is the new Fire Department dalmation puppy. Also scheduled to be conducted during Fire Prevention Week are a number of radio spots and television programs, which, as yet, have not been determined. ,,- .". I I,. ..
