Application #A06-2, filed by Melvin Bergkamp on behalf of the Me lvin A. Bergkamp Trust requesting
annexation of a 17.40 acre tract located in the NW 1/4 of Sec. 1, T15S, R3W of the 6th PM in Saline
County, Kansas. The annexation request area is located on the south side of Schilling Road, just west
of the Union Pacific railroad tracks.
BACKGROUND:
Bergkamp Inc. has requested annexation of the remainder of their land holdings at 500 East Schilling
Road in order to connect City utilities, receive full municipal services and to be eligible for special
assessment financing for needed public improvements.

Comprehensive Plan
The city's future land use plan shows this tract as being suitable for industrial development and as a
Primary Service Area for extension of city se rvices, meaning it would be eligible for special
assessment financing upon annexation.
In addition to the land use plan, the following develop ment policies are relevant to this annexation
request:
A2 Annexation will be required before facilities and services are provided to any site, except for
industrial uses which shall consent to future annexation.
A6 While county zoning classifications wi ll be considered in anne xation, the appropriate
classification under the City's zoning regulations must be determined and applied.
A7 The City will assist property owners and developers in Primary Service Areas in taking positive
steps toward annexation under t he presumption that annexation is in the best interest to
property owners as well as to Salina as a community. Assistance includes, but is not limited to,
dissemination of city plans and information regarding annexation and making available City
staff resources to assist in the coordination of annexation matters.
Planning Commission Recommendation:
Because this annexation request did not involve a request for a change in zoning or a proposed plat
for development of the property it was not referred to the Planning Commission. This property is
zoned Light Industrial today and will remain zoned I-2 (Light Industrial) after annexation.
RECOMMENDED ACTION:
If the City Commission wishes to approve this application petition for voluntary annexation, the
attached annexation ordinance should be placed on the first reading.Second reading is tentatively
scheduled for October 3, 2006.
