AN AGREEMENT FOR PLANNING SERVICES
FOR THE CITY OF SALINA, KANSAS

WITNESSED THAT:
WHEREAS, The City of Sal ina desires to engage the Obi inger - Smith Corporation
to render certain professional planning assistance in connection with planning
activities in the Sal ina Planning area.
NOW, THEREFORE, the parties hereto do mutually agree as fol lows:
I. SCOPE OF SERVICES
The services specified herein are based upon discussion with the Planning
Commission and City Staff.
A. Land Use P I an
This element is designed to provide an understanding of the physical use
character of the land in the Sal ina Planning Area which wi I I serve as a
basis for estimating the way in which the land should be used in the
future. From existing land use data, collected by local staff, a land
use plan map wi I I be prepared. The Obi inger - Smith Corporation shal I
not be responsible for the collection of land use data. The land use
plan wi II also include land use pol icy statements regarding future de-
velopment.
Material to be produced:
(1) Narrative statements of pol icy as related to future growth patterns.
The plan wi I I be developed in the form of a report consisting of an
assumed 10 to 20 pages including a reduced plan map in color.
(2) In addition to the Land Use Plan Report, extra copies of the Plan
Map uti I ized in the report wi I I be produced with a summary of the
pol icy statement printed on the Plan Map. It is the intent of the
Planning Commission to uti I ize these maps with summary statements
as "hand-outs" for pub I i c usage.
(3) One colored work map suitable for wal I display during the formation
of development pol icies.

(4) The land use categories to be considered shall include:
(a) Agriculture
(b) Residential
(c) Commercial
(d) Industrial
(e) Others as deemed necessary
B. Zoning Regulations
The Consultant wi I I prepare recommended zoning regulations appl icable
to the needs of the Sal ina Planning Area. These wi I I be prepared in a
form suitable for submission to local legal counsel to be prepared by
him in legal form suitable for adoption by the City. The recommendations
will be based on the policies and growth patterns as established in work
item I.A (Land Use Plan) above.
Material to be produced:
(1) Zoning regulations text for the Sal ina Planning Area
(including recommended administrative procedures).
(2) Recommended Zoning Map for the Sal ina Planning Area.
C. Subdivision Regulations
The Consultant wi II prepare recommended land subdivision regulations
appl icable to the needs of the Sal ina Planning Area. These wi II be pre-
pared in a form suitable for submission to local legal counsel to be
prepared by him in legal form suitable for adoption by the City. The
subdivision regulations wi II be based on standards for development as
recommended to and accepted by the Planning Commission. The regulations
wi II be prepared in report form with appropriate graphic material.
Material to be produced:
(1) Subdivision regulations text for the Sal ina Planning Area
(including administrative procedures).
I I. REPORTS AND MEETINGS
Reports wi II be furnished and presentations or meetings wi" be attended in
accordance with the fol lowing schedule:
A. Reports
(1) Thirty (30) copies and one hundred (100) copies of the prel iminary
and final documents respectively described in Work Items I.A1, 1.8
and I.C.
(2) Two thousand five hundred (2,500) final copies of I.A2.

B. Presentations and Meetings
(1) Work Item A - Land Use Plan

(a) One meeting to discuss existing conditions and present
prel iminary recommendations.
(b) One meeting to continue review of recommendations and
determine final pol icies.
(c) One meeting for presentation of final recommended
pol icies and obtain approval to print final report.
(2) Work Item 8 - Zoning Regulations

(a) One meeting to present and discuss recommended
zoning text.
(b) One meeting to present and discuss recommended
zoning map.
(c) One final review and approval meeting.
(3) Work Item C - Subdivision Regulations

(a) Two meetings to present and discuss recommended text.
(b) One final review and approval meeting.
(4) In addition to the above meetings the Consultant shall attend
a publ ic hearing for each of the three work items, I.A, 8 and C,
provided that such publ ic hearings shall be held within three
months after the completion date of this Agreement. 3

Note: If determ i ned by the City that add it i ona I
reports or summary maps would be desirable, the
Consultant shal I provide the City with additional
reports and summary maps at the fol lowing rate,
provided the Consultant is notified prior to initial
printing of the specified reports and maps.

$50.00 per 100 reports
(2) Land Use Plan Map - Summary:
$10.00 per 100 maps
Note: Whi Ie the Consultant shal I not be res-
ponsible for the collection of land use data,
within the scope of this Agreement, it is under-
stood that because of existing City Staff work
loads and the timing related to project, addi-
tional consultant services may be requested by
the City which are over and above those specified
in this Agreement. Such service shall be provided
on a time and expense basis at the fol lowing rates:

IV. TIME OF PERFORMANCE
The services of The Obi inger - Smith Corporation are to commence upon authori-
zation. The work specified herein shal I be completed within ten (10) months
after the authorization to proceed.
V. COMPENSATION AND METHOD OF PAYMENT
The Obi inger - Smith Corporation shal I be compensated a sum not to exceed
seventeen thousand five hundred fifty dollars ($17,550.00) for the services
specified herein.
Payments for work completed shal I be made to The Obi inger - Smith Corporation
in accordance with the fol lowing schedule.
