Administrative Brief . COMMISSION INFORMATIONAL MEMORANDUM June 6, 1980 VOL. 2, NO. 19 ITEMS OF ITEREST 1. I met with the Downtown Parking Committee to discuss the Parking Meter Fund and the future of the on-street and off-street parking meters in the downtown areas. The Committee concluded, and I agree, that until the parking meter bonds are paid off in November of 1982, no unnecessary or costly changes in the parking meter system should be made. The Committee will meet again in September to more fully discuss the future of the parking meters beyond November of 1982. 2. We have invited ?herwood Parks, Director of the Convention and Visitors' Bureau, to attend and participate in the Focus Session to be held at the Bicentennial Center June 11 at 3:30 concerning the future operation of the Center. The enclosed report by Bill Harris, which includes information provided by Sherry Parks, might be of some interest. 3. We are planning to place on the agenda for June 23 the question of sale or not sale of the airport property. We will have a written recommendation at that time. 4. The latest news is that the Crawford Street Bridge project is scheduled for bid letting on July 17, 1980. As you are aware, the funding for street and bridge improvement at the state and national level is quite unsettled and is subject to change. But according to State Highway officials, the Salina project is included in those that are now scheduled for July 17. ADMINISTRATIVE BRIEFS 1. Enclosed is a letter from Shelby Willis to G. E. Johnson Construc- tion Company concerning the landscaping at the Bicentennial Center. You will note that Shelby is recommending that the City complete the landscaping using our own personnel. I am extremely reluctant to do this, mostly because of the lack of City manpower. The Parks and Recreation operation is now short 3 budgeted positions. However, our options are so very limited and, of course, the appearance of the Bicentennial Center landscaping is a detriment to the Center and should add to the Center. I think we should accept Shelby's recommendation and proceed to do this work on our own. If I do not hear anything from the Commission, I will proceed to follow Shelby's recommendation. " ~ CIM - June 6, 1980 Page Two 2. The Engineering Department has been instructed to notify the re- sponsible railroads to make necessary repairs to the crossings on E. Elm; also crossings on W. North Street just to the west of Ninth and east of Tenth Street. If the railroads fail to comply with the notice, the Street Department will do the work and charge it to the railroads. 3. Nye, City Manager FROM: Bill Harris, Assistant City Manager SUBJECT: Salina Convention and Visitors' Bureau As you suggested, I visited with Sherry Parks and Bob Whit- worth on 6/2/80 concerning how the 2% Transient Guest Tax is being utilized and what results they are seeing. Attached is a copy of data provided by Sherry, as well as an exchange of corres- pondence which he had with the Kansas Veterinary Medical Associa- tion, which serves to illustrate one of the problems they are encountering particularly when they are trying to attract conven- tions of more than 300 delegates. This concerns charges for use of the Bicentennial Center. Sherry and Bob both stressed the fact that convention goers like everything under one roof, including their lodging and meeting facilities. This is a definite obstacle when they are competing with such places as Wichita and Topeka. However, they attempt to deal with this problem by emphasizing Salina's central location and stressing the fact room rates in Salina average at the present time about $28.00 for a double room. This would compare to $35.00 to $45.00 in Wichita and Topeka. Also, the cost of meals are generally lower and Salina is small enough where it is easy for people to get from one location to another (across town in about 10 minute~. So, they win a few and lose a few. As we had discussed, I believe Sherry can be helpful by par- ticipating in the upcoming Focus Session on the Bicentennial Center. Also attached is Resolution #3339, which is Chapter 32A of our Code Book, providing for the levying of the 2% tax on gross receipts derived from sleeping accommodations. The City received $69,883 from this tax in 1978; $88,396 in 1979. We had a cash balance in the fund as of 12/31/79 of $58,228. So far in 1980, we have received two payments totaling $48,000. A portion of that is taxes collected in the latter part of 1979. At this rate, we should receive approx- imately $96,000 in 1980. RESOLUTION NUMBER 333g A RESOLUTION LEVYING A TRANSIENT GUEST TAX OF TWO PERCENT (2%) UPON THE' GROSS RECEIPTS DERIVED FROM OR PAID BY TRANSIENT GUESTS FOR SLEEPING ACCOMODATIOi,Si WITHIN THE CITY OF SALINA FOR THE PROMOTION OF TOURISM AND CONVENTION AND"PROVIDIN FOR THE APPOINTMENT OF CONVENTION AND TOURISM COMMITTEE. BE IT RESOLVED by the Governing Body of the City of Sa! ina, Kansas: Section 1. There is hereby levied a transient guest tax of two percent (2%) upon the gross receipts derived from or paid by transient guests for sleeping accomodations, exclusive of charges for indicental services and facilitie , in any hotel, motel or tourist court located within the corporate 1 imits of the City of Salina, Kansas. Section 2 The tax hereby levied shall be collected, administered and used in accordance with the provisions of Chapter 93 of the 1977 Session Laws of Kansas. Section 3. There is hereby established a committee to be known as the "Convention and Tourism Committee" to be appointed by the Board of Commissioners. The committee shall consist of ten (10) members, a majority of which shall be representatives of businesses coming within the terms of this resolution. In appointing this committee the Board of Commissioners shall attempt to create a representative balance of large and small businesses and businesses from the various geographic areas of the City. The initial appointment to the committee shall be for terms of one (1), two (2), three (3) and four (4) years and thereafter all appointments shall be for a term of four (4) years and until the successor is qualified; provided however, that no person shall serve for more than four (4) consecutive years. The duties of said Convention and Tourism Committee shall be to make recommendations concerning the programs and expenditures for promotion of convention and tourism from the tax collected pursuant to this resolution. Section 4. This resolution shall be in full force and effect from and after October 1,1977. It is nice of you to write to let us know your thoughts about Salina as a convention center. In this day and age of the energy crunch and the high cost of fuel, many convention-goers are forsaking the one-roof concept in order to have a central location, lower motel rates. and easy accessibility. These are some of the reasons why Salina is more and more becoming the popular choice for conventions. ~ ( I r f ~ f ;. t ! . t ~ I i ~ \ Another reason, of course, is our beautiful new Bicentennial Center. The cost for this attractive facility (which builds attendance) can easily be offset by adding $1.00 or $2.00 to the registration fee. The savings in motel rooms, food costs and fuel costs can far excee~ this nominal add on to the regist- ration fee. The latest motel rate schedule is enclosed. All of Salina's motels are within a few minutes drive of the Bicentennial Center. Future state conventions booked there include the Kansas Pharmacists, State Square Dance, Kiwanis, Beta Sigma Phi, Episcopal Diosecese of Western Kansas, Kansas Water Well Association, Kansas Physical Therapy Association, Kansas Funeral Directors, Kansas Oil Marketers Association, and Kansas Bankers Association. Our good friend, Dr. Chuck Olson, wants to purs"e the matter further at your June meeting. We are enclosing some material which he will want to cover. The landscaping work on this project has been performed in an untimely, unworkmanlike and unsatisfactory manner on each occasion that the subcontractor has appeared on the site. As of this date, one year after substantial completion of the pro- ject, many items of trees and shrubbery do not meet the requirements of the Plans and Specifications. It is our opinion that the Contractor has repeatedly refused or failed to supply enough properly skilled workmen and proper plant materials and has repeatedly failed to comply with the Contract Documents. Therefore, we are hereby recommending to the Owner that the landscaping portion of your Contract be terminated and that the Owner take possession of the landscaping as it now exists and finish the work by the most expedient method. The Superintendent of Parks in the Salina Parks and Recreation Department made an inspection of the site and reviewed the Plans and Specifications for landscaping with Mr. Larry White of our firm. We requested that this department make a detailed estimate of the cost of bringing the landscaping on the project into compliance with the Contract Documents. Today, we received their detailed estimate, a copy Of_which is attached herewith, indicating that they can finish the work in compliance with the Contract Documents for the sum of $5,643.25. , . June 4, 1980 Page 2 It is our recommendation to the Owner that this sum be deducted from the $7,000.00 being withheld on the Contract for landscaping and that the remaining amount of $1,357.75 be paid to you as final settlement for the furnishing of plant materials and for planting and seeding on the Project. In regard to references by the subcontractor concerning the maintenance by the Owner of the plant materials, the Contract Docu- ments make no requirements on the Owner for maintenance of the land- scaping. The Contractor's guarantee for providing living plants after twelve months is not contingent upon any maintenance by the Owner. By copy of this letter, we are advising the Owner of our recommendations in the final settlement of the landscaping on this Project.
