The subject property is located at the north end of Graves Blvd. and Westport Blvd. and contains a total of 74.70 acres. BACKGROUND: The Westport Exchange Addition encompasses 103 acres at the northeast corner of Crawford and I- 135. It was platted in 1964. It consists of four (4) blocks and 24 individual platted lots and contains a mix of commercial and industrial businesses. Except for the southwest corner, the entire subdivision is in either the mapped 100 year flood plain or floodway. Block 2 of the Westport Exchange Addition was replatted in 1970 and 1972 to create separate lots for Holgerson Construction’s offices and an office building for Blue Beacon. Both state law and the city’s Subdivision Regulations allow a platted lot or block to be split one time without replatting and Block 2 had been split multiple times. Nature of Current Request Plat Application #P06-1/1A has been filed by Blue Beacon International requesting final subdivision approval for a four lot replat of a portion of the Westport Exchange Addition to the City of Salina. Over time through the consolidation of land ownership, the construction of buildings over platted lot lines and the vacation of portions of streets, the current platting arrangement has become confusing and obsolete. This proposed replat attempts to clean that up and establish new lot boundaries. The applicant is proposing to repl at a portion of Blocks 2 and 4 into four lots, two of which are developed and two of which are undeveloped. One lot is being proposed for the existing Salina Truck Terminal building on Graves Boulevard and one for the Verwater / Power Vac / Blue Beacon campus. A proposed lot south of Verwater is being platted for future development. The lot at the north end of Westport Blvd. (Lot 2, Block 2) is intended for continued agricultural use at this time. A portion of this proposed lot was not part of the original Westport Exchange Addition and therefore must be annexed into the city in order to be incorporated into the plat. Planning Commission Action The Planning Commission reviewed this proposed replat at their August 1, 2006 meeting. Following presentation of the sta ff report and comments from the applicant’s representative, the Planning Commission voted 6-0 to approve a replat of Bl ue Beacon’s holdings in Blocks 2 and 4 of the Westport Exchange Addition subject to the following conditions: 1. The existing Westar transmission line ease ment along the east boundary of the replat area shall be clearly dimensioned and identified on the plat. All technical corrections on staff’s corrections punch list shall be made prior to City Commission consideration of the replat. 3. That portion of proposed Lot 2, Block 2 lying outside the city limits shall be annexed prior to recording of the plat. COMMISSION ACTION: If the City Commission concurs with the action of the Planning Commission a motion should be made to accept the offered right-of-way and easement dedications and authorize the Mayor to sign the plat.
