Application #A06-1, filed by Blue Beacon International, requesting annexation of 11.16 acres of Blue
Beacon’s land holdings adjacent to I-135 that are currently outside the city limits.
BACKGROUND:
The applicant is requesting annexation of an 11 acre tract located north of West Crawford between the
existing city limits and I-135. This parcel was not annexed into the city in 1960’s when the Westport
Exchange Addition was annexed. T he east right-of-way line of I-135 fo rms the city limit line to the
south of this property. The applicant has no i mmediate plans to develop this property but has
requested that it come into the city zoned I-2 (Light Industrial). The reason for requesting annexation
at this time is to include it with a new lot that is being created and defined by a replat of Blue Beacon’s
holdings.
Comprehensive Plan
The City’s Comprehensive Plan currently shows this tract as agricultural and as a Rural Service Area
for extension of City utilities in the near future. In addition, the follo wing development policies
contained in the Comprehensive Plan document are relevant to this annexation request:
A2 Annexation will be required before facilities and services are provided to any site, except for
industrial uses which shall consent to future annexation.
A6 While county zoning classifications wi ll be considered in anne xation, the appropriate
classification under the City’s zoning regulations must be determined and applied.
A7 The City will assist property owners and developers in Primary Service Areas in taking positive
steps toward annexation under t he presumption that annexation is in the best interest to
property owners as well as to Salina as a community. Assistance includes, but is not limited to,
dissemination of city plans and information regarding annexation and making available City
staff resources to assist in the coordination of annexation matters.
Planning Commission Recommendation
The Planning Commission reviewed this request at their August 1, 2006 meeting in conjunction with a
proposed replat of Blue Beacon’s land holdings in the Westport Exchange Addition. The Planning
Commission voted 6-0 to recommend that this 11 acre tract be annexed into the corporate limits of the
city and that the property be zoned I-2 (Light Industrial) upon annexation to match the zoning of the
remainder of lot.
CITY COMMISSION ACTION:
If the City Commission concurs with the recommendation of the Planning Commission, the attached
ordinance annexing this 11.16 acre tract of land into the corpor ate limits of the city should be
