(To be known as Stephanie Addition). Nature of Request The applicants are requesting combined preliminary/final plat approval of a one lot subdivision on the north side of East Cloud east of Austin Circle. The applicants are proposing to split off a 64' x 310' tract from their holdings and sell it to an individual as a building site for construction of a new home. Because the Long Tract has been split several times already and because this application involves a request to rezone unplatted ground, platting is required by the City's Zoning and Subdivision Regulations. The applicants have opted not to include their remaining land holdings in the plat. Because this proposed subdivision consist of only one lot and no new street right-of-way or easement dedications are being proposed it is being considered in one step as a combined preliminary and final plat. The proposed one lot subdivision is located over a strip of land that was originally retained to provide street access from Cloud Street to the Laurie Subdivision. When Courtne¥ Drive was not extended all the way south to Cloud as part of the development of the Laurie Subdivision it became surplus property and was acquired by the applicants. The proposed lot has a depth to width ratio of almost 5:1 and is what is often referred to as a "bowling alley" lot. Bowling alley development is attractive because it maximizes the number of lots you can have on an existing street (usually a county section line road) without having to build or pay for any new streets. It is usually discouraged because it creates a large number of driveways and backing movements on collector and arterial streets and it also cuts off access to interior property CITY OF SALINA REQUEST FOR COMMISSION ACTION 12/16~J~E TIME 4:00 P.M. An examination of the ownership and development patterns on East Cloud shows how this type of development has cut off access to land or separate parcels located away from Cloud and made development of those parcels difficult if not impossible. The proposed lot does comply with R-1 district requirements for lot width and lot size and has adequate frontage on an improved public street. The proposed split also leaves the Longs with 63' of frontage on Cloud which meets the minimum frontage requirements. Street Access This lot would have direct driveway access on to Cloud Street. Utilities 1. Water - There is an existing 6" water main in Cloud Street. This property has never been special assessed for a water line and therefore would be subject to a front footage charge for the line in front of the lot. 2. Sanitary Sewer - A private sewer line has been installed from Ricky Circle along the rear of the lots facing Courtney. The applicants' plan is to serve their house as well as the proposed new house with this private line. This sewer connection was never authorized under the Laurie Subdivision improvement project and these tracts were not included in the sewer benefit district for the sewer lines and pump station in the Laurie Subdivision. The subject tract and the Long's dwelling would be subject to a $500.00 sewer hook up fee and a capital cost recovery charge because this area has benefited from completion of the new interceptor sewer line. However, the method of providing sewer service to these properties (piggybacking a private sewer wye on to a public project at no cost) is somewhat inequitable and has effectively circumvented the special assessment process. Roy Dudark Page 3 BY: BY: The capacity of this private line to serve both the Long's dwelling and the proposed new dwelling will be determined by the Building Official based on line size and number of connections. 3. Drainage - Construction of a single house on this site should have a minimal impact on drainage conditions in the area. Easements and Dedications No easements are being proposed and none have been requested by utility providers. There is 30' of existing right-of-way for the north half of Cloud Street and no additional right-of-way is needed or being proposed for dedication. Special Assessments This lot would not be subject to special assessments for water, sewer or streets but could be subject to future special assessments if' Cloud~Street is upgraded. p~anning Commission Action The Planning Commission considered this one lot plat at its November 20 meeting. Following presentation of the staff report and comments from the applicants and the adjoining property owner, the Commission voted 8-0 to approve this plat of the Stephanie Addition subject to the following conditions: 1. The applicant or owner of this lot shall pay the applicable front footage charge and tapping fee for a water line connection and the applicable sewer hook up fees prior.to issuance of a building permit for this lot. 2.
