AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF SALINA, KANSAS
AND
J. C. BUTLER ASSOCIATES, INC.

This Agreement between the City of Salina (OWNER) and J. C. Butler
Associates, Inc. (ENGINEER) dated 7 July 1986 shall provide for profes-
sional engineering services in connection with the Salina Industrial
Pretreatment program.
A. SCOPE OF PROJECT
1. ENGINEER will determine the status of the industrial pretreatment
program for industries in Salina which contribute or may contribute pollu-
tants to the city Sewerage system and which require regulation under the
pretreatment program.
2. A review of existing records and visits to each industry will be
made. Industries will be requested to provide the City with monitoring
data (flows and chemical analyses) for their wastewater discharges to the
sewer system.
3. Monitoring data will be reviewed, and the ENGINEER will advise the
OWNER of the results of the industrial survey and make recommendations for
permit limitations for pollutants discharged by the industries. Recommen-
dations will be based on federal guidelines where applicable, and also on
City ordinance requirements and engineering judgment.
4. Permits will be drafted for review by the City of Salina for the
industries, using the format supplied by the Kansas Department of Health &
Environment.
5. Miscellaneous services requested by the OWNER not specifically
listed above will be performed when requested.
B. PERIOD OF SERVICE
1. The period of service shall be from the date of this Agreement
through October 1986, and may be extended by mutual agreement.

C. PAYMENT TO THE ENGINEER
1. The OWNER will pay ENGINEER for the services rendered under this
Agreement based on an hourly rate fee determined on actual payroll hours
times the applicable hourly rates as listed on the attached current Hourly
Rate Schedule. plus applicable nonlabor charges as listed on the attached
current Miscellaneous Charges Sheet. and all other reimbursable expenses.
Current rate sheets dated July 1986. are attached. Copies of the current
rate schedules will be furnished to OWNER when issued each January and
July.
The principal personnel involved in this project are anticipated to be a
P-6 engineer as project manager and a P-3 engineer.
IN WITNESS WHEREOF the parties hereto have made and executed this Agreement
the day and year as given before.

These rates include full compensation for payroll costs, general overhead
and anticipated profit on labor. Charges are made for each man-hour
expended on the project.
No charges will be made for laboratory technician's time when unit test
prices are charged.
Personnel usually perform duties related to their classification; however,
in the interest of efficiency, personnel with diversified experience may
perform several types of work. In all cases charges will be made according
to payroll classification and not according to type of work performed. For
example, a draftsman with OD-1 classification might be temporarily assigned
to a survey party and would be charged at OD-1 rate and not FS-1 or FS-2.
Charges for items other than labor applicable to the project are listed in
Miscellaneous Charges.
