Resolution #96-5080 amending the Personnel Manual by replacing Articles 5, 15, 16, and 18.
The Personnel Manual is routinely reviewed to ensure legal compliance and to make necessary changes basec~
on employee and staff input. The document serves as a pdmary communication tool with our employees regarding
personnel policies and employee benefits. On an intedm basis, administrative interpretations are made until
appropriate revisions can be made by resolution.
In most articles, the proposed changes are not substantive, but are rather minor changes. Further, all of the
proposed changes were reviewed by the Employee Council.
Revisions can be identified as follows: Additions and Beletkm~. Listed below are the Articles from the Personnel
Manual that are being proposed for revision:
- Article 5 "Sexual Harassment" - Section 5, Retaliation Protection, Adds language protecting employees from
retaliation for filing complaints.
- Article 15 "Vacation" - Section 1, Accrual, Provides vacation benefits for regular part-time employees at one-
fourth the rate of classified full-time employees. Currently affects eight (8) employees.
- Article 16 "Sick Leave", Sick Leave Advancement, Incorporates new sick leave advancement policy. Polic)
allows certain employees to request advancement of sick leave to protect them from financial hardship. Polio5
was an Employee Council action item.
- Article 18 '~/Vork Regulations" - Section 14 - Identification Cards, New I.D. card policy. Recently, City of Salina
assumed responsibility from Saline County Emergency Management and will be updating all employee's I.D. cards.
Recommendation:
Adoption of Resolution #96-5080
