Award of contract for the 1996 Subdivision Improvements, Project No. 96-971. BACKGROUND The City Commission has recently approved five (5) petitions for street, water, sanitary sewer and storm drainage improvements in the following subdivisions: 1. River Meadows Addition/Victoria Heights Addition (streets, drainage, water, sanitary sewer). 2. Nord Subdivision/Wallerius Addition (streets and drainage). 3. Belmont Plaza Addition (streets, drainage, water, sanitary sewer). 4. Tasker Addition (streets, drainage, water, sanitary sewer). 5. Valley View Addition (water). Part I includes River Meadows, Nord/Wallerius, Tasker and Valley View. Part II includes only Belmont Plaza. The bid package was configured to allow a difference in project scheduling which would expedite the Belmont Plaza project. Because the City Commission previously passed a charter ordinance, you now have the ability to award a contract for a bid which exceeds the Engineers estimate. In this case, the majority of the costs will be special assessed to the properties in each development. Therefore, it is necessary for the petitioners to concur in the award of contract, particularly because the amount specified in their original petition will be exceeded. In two of the developments, Valley View and Nord/Wallerius, the bid amount is below the petitioned construction cost. The petitioners for Tasker Addition and Belmont Plaza have concurred in the award of contract and have agreed to submit letters of credit for 35 percent of the bid. The developer in River Meadows Addition has declined to concur in the award of contract because the bids exceeded the petitioned construction cost by a significant amount. BY: Shawn O' Leary BY: Page 2 The contractors, Shears, Inc. and Stevens Contractors, Inc., have agreed by letters of intent to allow the deletion by change order of River Meadows Addition from the comract after the contract has been awarded in ~11. That change order will be forthcoming. This project will provide 31 additional developable residential lots and 6 additional developable commercial lots. In addition, significant street, drainage and water improvements will be made to serve over 60 other lots. RECOMMENDATION It is recommended that the City Commission award~the contract for the 1996 Subdivision Improvements, Project No. 96-971, to Shears, Inc. for streets/drainage improvements and Stevens Contractors, Inc. for utility system improvements, conditional upon the attached letters of intent from the contractors and upon receipt of letters of credit for Tasker Addition and Belmont Plaza Addition. 1996 SUBDIVISIONS 1.
