At their November 20, 1979 meeting the Salina City Planning Commission conducted
a public hearing on Application #Z79-18. At that time a motion was approved (8-0)
recommending denial of this application on the basis that the proposed multi-
family use is inconsistent with the surrounding single-family residential area.
The County Treasurer certifies there are no delinquent taxes on this property.

Attached is a letter from Mr. Dilling requesting that this application be sent
back to the Planning Commission for two reasons upon which I should comment.
1. Standard policy (and the one followed in this case) is that at the
time of the filing of the application~ the hearing date is set and
written at the top of the application. The applicant receives a
copy. Approximately one week prior to the meeting an agenda and
staff report are mailed to each applicant. This was done in Mr.
Dilling's case. Although We have no proof that it was mailed or
received~ we also have no reason to doubt his statement that
it was not received.
2. The staff report indicated that six units could be constructed on
the property~ if it were rezoned~ when in fact no more than four would
be permitted. I have no way of knowing if this would affect the
Planning Commission's feelings.
In light of the above~ I do not think it necessary to return this application~
but would have no objections should you do so.

Dear Sirs:
I ask your consideration in the following matter at the
Dec. 3rd meeting of the Salina City Commission:
Unless you look favorable upon granting the
zoning change requested, will you please
postpone action on the rezoning application
in the name of Tracy W. Dilling, 501 W. Claflin.
Upon postponement of action I will request
another hearing on the application by the planning
board for the following reasons:
1. I was not informed of the meeting
date, and thus could not appear
to speak for my application;
2. Incorrect information was contained
in the material sent to involved
property owners and to the board
itself.
I intend to attend the Dec. 3rd meeting for further clarifi-
cation, if needed.
