E BY: Curt vJood The Downtown Parking Co~~ittee met on October 10, 1979, and decided the 10-hour meters on both sides of Mulberry Street, from Seventh Street to Eighth Street, and the 10-hour parking meters on both sides of Walnut Street, from Eighth Street to Ninth Street, ought to be removed. Staff concurs with this recommendation. This modification requires the City Commission amend Resolu- tion #3422, Ten Hour Parking Zone, (d) and (e). Between July and August of 1979, the Traffic Engineer conducted 17 parking surveys. The data for these surveys shows an aver- age usage of only 1% for the 21 meters affected by the proposed Resolution #3456. These 21 meters represent $2,625 worth of investment which cbuld be better utilized elsewhere." The Parking Co~~ittee suggests these long-term meters be placed in City Parking Lot #8. As you may recall, Parking Lot #8 carries 143 two-hour meters, and there have been many requests to reintroduce long-term meters there. Also, these two-hour meters are only 41% utilized. I I I I In a recent letter to the City Manager, Dr. Lloyd Schurr, Super- intendent of Schools, requested the meters in front of Roosevelt- Lincoln Jr. High on Mulberry Street be removed, due to lack of use and the negative attitudes these meters create on the part of parents, patrons, and staff. The adoption of Resolution #3456 will cause the removal of these meters and ameliorate the problem which currently exists in front of Roosevelt-Lincoln. RESOLUTION NUMBER 3456 A RESOLUTION DESIGNATING AND ESTABLISHING PARKING METER ZONES WITHIN THE CITY OF SALINA, KANSAS, AND THE RESPECTIVE TIME LIMITS THEREIN; REPEALING ALL EXISTING RESOLUTIONS IN CONFLICT WITH THE PROVISIONS OF THIS RESOLUTION, AND REPEALING RESOLUTION NUMBER 3422. BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That in accordance with the provisions of Section 22-174 of the Salina Code the following parking meter zones and time limits therein are hereby established: TWELVE MINUTE PARKING ZONE (a) On the south side of Iron Avenue from Eighth Street to the first alley east of Eighth Street. THIRTY MINUTE PARKING ZONE (a) On the south side of Iron Avenue from Seventh Street to the first alley west of Seventh Street. (b) On both sides of Eighth Street from Iron Avenue to 200 feet south of Iron Avenue. ONE HOUR PARKING ZONE (a) On the east side of Santa Fe Avenue from MUlberry Street to 370 feet north of Ash Street. (b) On the west side of Santa Fe Avenue from Mulberry Street to 220 feet north of Ash Street. (c) On both sides of Seventh Street from Walnut Street to Ash Street. (d) On both sides of Iron Avenue from Santa Fe Avenue to Fourth Street. (e) On the north side of Iron Avenue from Santa Fe Avenue to Eighth Street. (f) On both sides of Walnut Street from Fifth Street to Seventh Street. TWO HOUR PARKING ZONE (a) On the east side of Seventh Street from Ash Street to Elm Street. (b) On both sides of Fifth Street from Walnut Street to Ash Street. (c) On both sides of Mulberry Street from Fifth Street to Seventh Street. (d) On both sides of Iron Avenue from Eighth Street to Ninth Street. (e) On the north side of Elm Street from Santa Fe Avenue to Seventh Street. TEN HOUR PARKING ZONE (a) On both sides of Seventh Street from Walnut Street to Mulberry Street. (b) On both sides of Eighth Street from Ash Street to Iron Avenue. (c) On both sides of Eighth Street from Walnut Street to 200 feet south of Iron Avenue. (d) On both sides of Walnut Street from Seventh Street to Eighth Street. Section 2. That the parking limits specified in Section 1 of this Resolution shall not apply where other limits within the zones thereby created are otherwise specifically provided by ordinance. Section 3. This Resolution shall repeal all existing resolutions which may be in conflict with the provisions of this resolution. Section 4. That Resolution Number 3422 of the City of ,Salina, Kansas, is hereby repealed. Section 5. This Resolution shall be in full force and effect from and after its adoption and the installation of meters and appropriate signs designating the various time limits for the respective zones.
