Resolution 96-5042 amending the Personnel Manual by replacing Article 20, "Grievance Process."
Background:
As you are aware, the past few months, the Employee Council has been discussing the grievance
process. (Article 20 of the employee Personnel Manual). From these discussions, the council
agreed the current policy needed revision. Specifically, the council requested that management
consider the following factors in developing a new grievance process.
13 'Make it easier to understand.
13 Define what a grievance is.
13 Require a simple form to be used.
13 Make sure that Department Heads are provided a copy of the initial grievance.
13 Require the employee to propose a solution.
13 Require the supervisor to forward the grievance to the next level if the employee rejects the
grievance.
13 Clarify that an employee may bring another person to the meeting with the City Manager.
13 The City Manager's decision should be in writing.
Staff took these items into consideration and developed the attached policy which was
overwhelmingly approved by the Employee Council on August 1, 1996.
Recommendations:
Adoption of Resolution Number 96-5042.
