Our department has received a written request from Harold Larson for
permission to install a private waterline across city owned property.
This waterline would be installed along the east side of the main
concrete runway slab at the old Municipal Airport, from Crawford
Street to Cloud Street extended.
Several months ago, Mr. Larson's property was annexed to the City.
He intends to develop this thirty-four (34) acre tract into lots for
approximately twenty (20) single-family homes. The nearest public
water supply is the new 20" waterl i ne along East Crawford Street.
When the remaining unplatted areas along Marymount Road between
Crawford Street and Cloud Street and the areas lying east of the
Salina Municipal Golf Course are developed, the public water supply
lines will be extended to serve these areas and the Larson tract.
The proposed private waterline would then be abandoned when an adjacent
public water supply is available to serve Mr. Larson's development.
Resolution No. 3453 would grant Harold Larson permission to lay a
pipeline in public right-of-way within the city limits.

Dear Sir:
It is my desire to develop a tract of land in the Northwest
Quarter (N.W.l/4), Section Twenty-nine (29), Township Fourteen (14)
South, Range Two (2) West, that was recently annexed to the City
of Salina (Ordinance No. 8738). In order to proceed with my
development plans, I must obtain permission from the City of Salina
to install a private waterline across city property (old municipal
airport area) from Crawford Street to Cloud Street extended.
I believe the best route for this waterline would be approximately
ten (101) feet east of the east edge of the main concrete runway slab.
This location would not interfere with the present or future use of
the old municipal airport property, which lies directly east of the
Salina Municipal Golf Course.
Your assistance in obtaining the above route would be appreciated.

A RESOLUTION GRANTING PERMISSION TO LAY PIPELINE IN PUBLIC RIGHT-OF-WAY
WITHIN THE CITY LIMITS OF THE CITY OF SALINA, KANSAS.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That permission is hereby granted to Harold Larson to instal
a six inch (6") diameter plastic waterline along a route from a point that is
three hundred sixty-six feet (366') west and forty-five feet (45') south of the
northeast corner of the Northwest Quarter of the Northeast Quarter (NW~ NE~) of
Section Twenty (20), Township Fourteen (14) South, Range Two (2) West of the
Sixth Principal Meridian; thence south along a line that is ten feet (10') east
and parallel to the main concrete runway of the old Salina Municipal Airport to
a point ten feet (10') south of the south line of said Section Twenty (20); thence
west along a line parallel to the south line of said Section Twenty (20) to a
point four hundred twenty-one feet (421') east and ten feet (10') south of the
southwest corner of the Southeast Quarter (SE~) of said Section Twenty (20) and
subject to the following conditions:
1. Plans and construction shall be approved by, or as directed by
the City Engineer.
2. All trenching and excavation shall be backfilled and maintained
in good condition following completion of construction.
3. The owner shall relocate and/or regrade pipeline at any time it
becomes necessary due to street or runway construction and
maintenance, or the installation of public utilities.
4. Should the owner fail to relocate or regrade pipeline within 90
days following a written request from the City of Salina, the
City shall have the right to destroy the pipeline at no cost to
the City.
5. That the owner of the pipeline shall maintain the same in good
working condition and hold the City of Salina, Kansas, harmless
from any liability that might arise from the installation, use or
maintenance of the above private pipeline.
Section 2. That the above and foregoing conditions shall be binding
on all heirs, successors and assigns.
Adopted by the Board of Commissioners and signed by the Mayor this
15th day of October, 1979.
