Budget Amendment for the Aesthetic Enhancements on the North Ninth Street Bridge Project.
BACKGROUND:
On December 15, 2003, the City Commission met in study session to discuss the status of the North
Ninth Street Bridge Project. The project was proceeding to the bid letting stage and discussions and
options regarding the aesthetic enhancements in the median were ongoing. The public arUaesthetic
entry option of choice was a 15-light, railroad criss-cross with Endicott pavers in a diagonal pattern to
be installed in the bridge median. On December 22, 2003, the City Commission authorized the
aesthetic enhancement element on the project. Then, on January 26,2004 the City Commission set a
budget of $70,000 for the installation/construction of the aesthetic enhancement elements. This
budget allocation included authorization to use city staff resources to purchase and install the pavers
and lights.
The pavers for the project were previously ordered and installation is complete. We have in the
meantime encountered some difficulty with the pricing of the lights. The lights as specified have
increased significantly in cost since the January, 2004 budget allocation. The project has however
experienced significant savings on the installation of the bricks and other items related to the median
enhancements. The costs for the project to date are as follows:

FISCAL NOTE:
Funding for the North Ninth Bridge project, including the aesthetic enhancement elements was
included in the 2005 bond issue. Funds remaining in the project account total $86,535, which is
sufficient to provide for the requested additional cost.
RECOMMENDATION:
It is recommended that the City Commission approve a budget increase of $10,941.00 to allow the
completion of the aesthetic enhancement including the purchase of the proposed light poles for the
North Ninth Street Bridge, Project No. 01-1323.

Supplemental Engineering Agreement with Wilson & Company for additional design services for the
North Ninth Street Bridge Replacement.
BACKGROUND:
On November 19, 2001, the City Commission approved a design contract with Wilson & Company of
Salina, Kansas to design a replacement bridge for the Southbound North Ninth Street Bridge over
Mulberry Creek just south of 1-70. The Commission has previously approved two supplemental
agreements which have been completed.
This Supplemental Agreement No.3 includes:
a) Design costs for aesthetic enhancements
b) Traffic control modifications dictated by KDOT to accommodate the 1-70 project.
c) Falsework design analysis required by KDOT during recent project review.

FISCAL NOTE:
If approved, funds for this supplemental engineering design will be allocated from the 2004 Capital
Improvement Program with general obligation bond funds. The bridge replacement project was
recently let in December, 2003 and concurrence to award the contract to King Construction, Inc. was
recently approved at the January 12, 2004 meeting. These changes will not require G.O. bonds
beyond our current authorizations.
RECOMMENDATION:
It is recommended that the City Commission approve Supplemental Engineering Agreement No.3
for the final design services for the southbound North Ninth Street Bridge with Wilson & Company in
the amount of $27,420.00.
