Amendment to the Landfill Annual Professional Services Agreement with Camp Dresser & McKee
Inc. (CDM) to perform groundwater sampling.
BACKGROUND:
In March of 2006, the City of Salina was notified by the Kansas Department of Health and
Environment (KDHE) that the City must perform a groundwater sampling investigation to re-evaluate
contamination levels downgradient from the landfill disposal cells and document any changes since
the 2001 sampling.
During the 2001 groundwater sampling, there were volatile organic chemicals (VaC's) recorded that
had moved out to the south from under "old landfill cell." However, semi-annual groundwater
sampling over the past five years has not indicated that the contamination plume is migrating very far
away from the "old landfill cell" or that it poses any immediate problems for the City. Testing indicates
that all groundwater contamination that does exist is located well within the boundary of the Landfill.
Although both CDM and KDHE do not feel that we have a serious groundwater problem at our facility,
this updated testing will confirm and document any changes in the location of the contamination
plume. This testing will provide an updated status of our Landfill groundwater situation.
A work plan for this groundwater testing was submitted by our Landfill consulting engineering firm
CDM on our behalf and has been reviewed and approved by KDHE. The plan calls for groundwater
testing to begin in late June or early July. The testing method will include the use of Geoprobe
technology. We can expect a report on the results of the sampling to be available in August or early
September.
This amendment to the current agreement with CDM will provide up to $48,000 for the groundwater
sampling which will be coordinated and managed by CDM. The current annual agreement with CDM,
provides for a total of five engineering tasks that are not to exceed $68,300.
FISCAL NOTE:
This testing has not been budgeted in the 2006 budget because the KDHE mandate was unexpected.
However, sufficient funds are available in the 2006 Solid Waste Fund to pay for the expense.
RECOMMENDATION:
Staff recommends approval of this amendment to the Landfill Annual Professional Services
Agreement with Camp Dresser & McKee Inc. to perform "Task 6 - The Salina MSWLF Groundwater
Investigation for 2006" which is not to exceed $48,000.
