Authorization to proceed with the remaining project aesthetics on the North Ohio Street Overpass
Project.
BACKGROUND:
The City Commission conducted a study session on February 6, 2006 to discuss and receive updates
regarding the remaining project aesthetics on the $20.2 million North Ohio Street Overpass Project.
As you know, the overpass project is currently under construction. The construction project is being
administered by the Kansas Department of Transportation (KDOT) in partnership with city staff. The
City received a $12.3 million project grant from KDOT, the largest such grant issued by KDOT in their
Railroad Grade Separation Program and certainly one of the largest public works project grants in the
City's history. The principal design firm for the project is Wilson & Company of Salina. The sub-
consultants working with the aesthetic features include Vicki Scuri Siteworks of Seattle, Washington,
Patti Banks Associates of Kansas City and The HNTB Companies of Kansas City. The project is
scheduled for completion in June 2007.
From the early conception of the overpass project in 2000, the City Commission has identified it as a
major entryway improvement worthy of additional enhancements and aesthetics. In fact, the current
project under way by KDOT includes over $1 million of integrated project enhancements including
structural bridge elements, lighting, two 10-acre wet-bottom ponds and landscaping. The City and
KDOT are sharing the costs of those improvements. The current proposal for additional landscaping
improvements was not eligible for KDOT grant funds and, thus, is not included in the KDOT project.
The City Commission also had concerns about overall project finances prior to the original KDOT bid
letting in August 2005, and chose to delay the approval of this phase of the project until now. These
final project enhancements, mostly involving landscaping features, are proposed to be contracted by
the City of Salina and installed after completion of the KDOT project obligations.
The current proposal includes the North Gateway and the South Gateway landscaping enhancements,
but does not include construction of the towers at the South Gateway. The attached copies of the
powerpoint presentation from February 2006 as well as the additional submittals regarding proposed
irrigation systems are provided for your information. Following the study session in February, the City
Commission directed staff to further investigate irrigation system enhancements to provide a more
automatic and intensive system for the new plantings in addition to the currently contracted system of
main irrigation lines and quick couplers. As shown on the attached drawings, the KDOT project
currently includes a complete irrigation system of main lines, quick couplers and controllers at a cost
of $68,000. The proposed enhancements to that system include additional feeder pipelines for drip
irrigation and other emitter systems at an additional estimated cost of $31,000. The proposed system
has been designed by Patti Banks Associates, reviewed by Wilson & Company and endorsed by City
Parks and Recreation staff.
City staff, Wilson & Company staff and Patti Banks Associates will be available at the meeting to
answer any further questions or provide additional information regarding this matter.

The estimated cost of the remaining project aesthetics excluding the towers is $353,870. The general
obligation bonds previously authorized for the North Ohio Street Overpass Project included up to
$500,000 in additional funds for this phase of the project, if ultimately approved by the City
Commission. If approved, city staff plans to conduct a bid letting for the project in the Fall 2006 after
which the City Commission would be asked to award a contract to the low bidder. It is anticipated that
the installation of the additional landscaping will take place in the late Spring 2007 at the conclusion of
the KDOT project.
RECOMMENDATION:
It is recommended that the City Commission authorize the remaining project aesthetics excluding the
towers for the North Ohio Street Overpass Project and direct staff to complete final
plans/specifications and proceed to a bid letting in the Fall 2006.
