LETTER OF AGREEMENT
Aircraft Emergency Response Procedures
February 2006
1. Purpose: To provide procedures for responding to an aircraft emergency at the Salina
Municipal Airport (Airport) between the Salina Airport Authority (Authority) and the Salina
Airport Traffic Control Tower (SLN ATCT). This agreement replaces any preceding
agreements for aircraft emergency response procedures.
2. Scope: Procedures applicable for the Salina Municipal Airport and Industrial center
property and within the immediate vicinity of the airport.
3. Definitions:
a. ALERT 1: PRECAUTIONARY: Aircraft approaching the Airport has a potential
problem. (Le., gear indicator light, low hydraulic pressure.)
b. ALERT 2: INFLlGHT EMERGENCY: Aircraft has a major difficulty. (Le., faulty
landing gear, no hydraulic pressure, or fire).
c. ALERT 3: ACCIDENT: Aircraft crashes on or within the immediate vicinity of the
Airport.
d. ARFF: Aircraft Rescue and Fire Fighting to be provided by the Authority and/or the
Salina Fire Department personnel
e. Salina Disoatch: The City of Salina Police Department Communications. A
multifunctional center to dispatch City and County emergency responders.
f. Alert Information: Information to be gathered by SLN ATCT, the Authority, or the
Salina Fire Department from the aircraft requiring emergency response:
1. Alert category 6. Number of persons on board
2. Aircraft type and tail number (passengers and crew)
3. Nature of the emergency 7. Quantity of fuel on board
4. Estimated time of touchdown (as 8. Hazardous cargo or explosives
applicable) 9. Wind direction
5. Runway to be used or location of aircraft 10. Reporting party
4. Response Procedures:
a. ALERT 1: SLN ATCT will contact ARFF. On duty ARFF will respond. On duty ARFF
will contact Salina Dispatch and provide Alert Information. Additional ARFF will
standby at station. SLN ATCT will contact Authority management after hours.
b. ALERT 2: SLN ATCT will contact ARFF. All ARFF will respond and proceed to
standby locations on airfield. On duty ARFF will contact Salina Dispatch and
provide Alert Information. SLN ATCT will contact the Authority management after
hours.
c. ALERT 3: SLN ATCT will contact ARFF and Salina Dispatch (911 or 826-7210) and
provide Alert Information. All ARFF will respond to accident site. SLN ATCT will not
use the affected airport movement area(s). SLN ATCT will contact the Authority
management during regular or after hours.

5. For ALERT 1, 2, or 3: The following procedures apply:
a. On duty ARFF call sign will be Airoort Command
b. If the Authority ARFF is not on duty, SLN ATCT will contact Salina Dispatch (911 or
826-7210) with Alert Information. Salina Fire Department will respond. SLN ATCT
will contact the Authority management.
c. If SLN ATCT or Authority ARFF are not on duty, the pilot may contact Kansas City
Center or Wichita AFSS. Kansas City Center or Wichita AFSS will then contact
Salina Dispatch. Salina Dispatch will contact emergency responders and the
Authority management. Salina Disoatch will need to contact the Authority for an
Alert after 11:00pm.
d. Salina Dispatch to activate Interoperability Communications (ACU-1000) with the
Authority, SLN ATCT, and Salina Fire Department.
e. SLN ATCT shall keep the emergency aircraft on Tower frequency 119.3 to
maintain interoperability communications.
f. ARFF responders shall contact SLN ATCT on Ground frequency 121.9 if access is
needed onto the movement areas.
g. The Authority shall control emergency responders on the non-movement area. If
access is needed onto the movement area, the Authority will provide an escort
and be in contact with SLN ATCT on Ground Control 121.9.
