BACKGROUND On June 13, 2005, the City Commission authorized staff to proceed with Phase 1 of the Salina Soccer Complex - East Magnolia Road Project. In the interest of time, the project is being designed and built in phases (and sub-phases). Phase I improvements (earthwork/irrigation/seeding) were completed in October 2005. Phase IIA improvements (Magnolia Road modifications, access road, parking lot, water and sewer) are under contract and began construction on May 15, 2006. The final phase of the project, Phase liB, involves construction of a restroom/concession facility. The local engineering/architectural firm of Wilson & Company has provided all of the design services for this project. City staff has provided a majority of the construction engineering services. A key goal is to open the soccer facility in the Fall, 2006. Bids for the Phase liB improvements were received on Tuesday, May 16, 2006 from two qualified contractors as follow: PROVIDER BID AMOUNT SCHEDULE AMOUNT Lancaster Construction, Salina Ry-Co, Inc., Salina $ 268,458.00 $ 283,600.00 $ 177,050.00 June 15-September 15, 2006 June 15-September 15, 2006 Architect's Estimate The discrepancy between the bid amounts and the architect's estimate has come as quite a surprise to Wilson & Company and city staff. Analysis of the bids is currently under way. The proposed building is 38' x 48' in dimension, concrete block construction with limited amenities. The average of the bids equates to $158 per square foot, which is well out of proportion for local construction costs on this type of structure. FISCAL NOTE The financing for the Salina Soccer Complex is a public-private venture. The Salina Soccer Club has committed $750,000 for the facility. The City Commission previously authorized an amount of $1,088,000 in sales tax funds toward the capital improvements for the facility, as well as staff resources for the design, construction and maintenance of the city-owned park complex. The expenses to date on the project including all previous construction phases, engineering fees and land acquisition costs are $1,607,000.00. The remaining project account balance is $231,000.
