Attached is a petition from Mrs. Virginia Boyle, a Post Office employee.
This petition requests that the Commission revert the City Parking Lot #8
(south of 129 S. 8th, parallel to 8th, west of alley) to a parking area
for permit holders. At present, Lot #8 contains 143 two-hour parking
meters.
As you may recall, the long-term parking in Lot #8 was recently removed.
This was a result of the agreement made between City staff, Chamber of
Commerce, and the Downtown Parking Committee, and approved by the City
Commission on December 18, 1978.
On August 30, the Downtown Parking Committee met and recommended (4-0)
that the petition be denied. The Committee stated there is a sufficient
number of long-term permit meters at a reasonable distance from the Post
Office. Lots #7 and #10, for example, are approximately one block from
the Post Office and contain a total of 176 long-term meters. The Com-
mittee recommends that Post Office employees use Parking Lots #7 and
#10.
Data developed through 17 surveys conducted by staff during July and
August shows that long-term meters in Parking Lot #7 are 48% underutil-
ized, and the long-term meters in Parking Lot #10 are 23% underutilized.
It appears that Post Office employees could easily be accommodated in
these lots.
The staff supports the recommendation by the Downtown Parking Committee
that the petition be denied. City Parking Lot #8 should remain open for
short-term shoppers only.

Attached is our request to revert City Parking Lot 8, South of 129 S 8th,
parallel to 8th, west of the alley, to green parking meters. Since
changing meters, as you will note by the attached pictures, this lot
is not being used.
Also, since changing the meters, we who have been parking in this
area for years, have no place to park during our office hours.
In the event this petition is to be a part of a meeting that our
representatation would assist us, I would appreciate your calling
827-3695. We would have to take annual leave, but due to the
seriousness connected with this problem, we will be glad to do so.

lot so that parking permit card holders can again park their automobiles in this area.

Dear Mrs. Boyle:
The Downtown Parking Committee met Thursday, August 30, 1979, to
review your letter and petition of July 12, 1979. The problem your
group is concerned wit~we feel is well covered with long-term park-
ing meters in your immediate area.
We would like to point out that Lot #l~ which is immediately
north of the First Methodist Churc~contains 88 long-term meters.
Lot #7, which is just south of Walnut Street, also has 88 long-term
meters available along with 76 long-term meters being available in
the 100 North and 100 South blocks of 8th Street for a total of 252
long-term meters within a very reasonable walking distance of the
central business district. .'
It is not the intention of this Committee or any City staff to
impose a hardship on employees in the core area; however, there are
over 3,000 employees in the central business district and approximately
1,500 metered stalls available. I think you can readily see the size
of our problem if we did not try to create short-term meters for the
consumer driving in and out strictly for shopping. We would like to
point out that parking permits are available on a monthly or quarterly
basis at the rate of $10.00 per month which will allow a vehicle to
come and go at will at any 6- or la-hour meter.
Our recommendation to leave short-term parking intact for Lot #8
will be placed on the agenda of the City Commission meeting Septem-
ber 10, 1979. At that time, the City Commission will make a final
decision on this matter. Your petition has also been referred to the
Commission. I urge you to attend the September.lO City Commission
meeting.

Thank you for your detailed letter pointing out the facts of
downtown parking. I regret that it took nearly two months to
act on our petition. We were aware of these facts before we oetitiDned.
As pointed out in the petition, we are aware of the parking lots
you called to our attention. They are full daily with parking
pe1:Dlit holders. Our concern is the continuously vacant lot, 18
only the portion west of the alley. It is not our intent to take
space for downtown merchant customers.
As pictures taken at different period, this lot, the portion west
of the alley is continuously vacant. Before you reverted it back to
2 hour parking, it was full of downtown parking permit holders.
It is requested you personally observe this portion of the lot,
keeping in mind that we do not want to take space from our merchants,
we want to use the lot that continuously remains vacant.
Too, we have been parking permit holders for years.
