Two bids were received for Parcel #7, Block 5, Northeast Industrial
Park, Kans. R-29. The bids were opened and read aloud by the City
Clerk at 10:00 a.m., August 23, 1979 in Room 200.
Long McArthur, Inc., 340 North Santa Fe, Salina, Kansas, submitted
a bid of $13,500. Their proposed use of the property is for storage
of new and used cars and trucks. They do not plan to use it for any
salvaged or wrecked vehicles. The area would be enclosed with a 6'
high chain link fence with two wires strung above. The area would be
surfaced with crushed rock and asphalt base. Their bid is in order
and the proposed use is permitted by the Urban Renewal Plan. It is
my recommendation that you award the bid to Long McArthur, Inc. at
$13,500.
The second bid was submitted by William D. Smith, 642 Starlight Dr.,
Salina, Kansas. Mr. Smith's bid was in the amount of $11,011. His
proposed use is for warehousing and self-storage. His bid was also
in order.
The minimum acceptable price based on the 1976 appraisal was $10,000.
The Planning staff discovered a deed Thursday morning where the Urban
Renewal Agency in 1975 had sold 2 feet off the east side of Parcel #7,
Block 5 in the Northeast Industrial Park. This reduced the frontage
on North Street from 100 feet to 98 feet. Representatives of both
bidders were present and were made aware of the error prior to the
bid opening and were given the opportunity to withdraw their bids.
Both bidders chose to have their bids opened and read.
