ITEMS OF INTEREST
1. In the June 25 issue of Nations Cities Weekly is an article on
Page 7 called, "Smokechasers" which may be of interest. You will
note Mr. peirce's basic thesis is cities would be wiser to spend
more time and effort in developing and encouraging smaller, local
businesses than chasing larger, well-known firms. He noted that
smaller firms add more than about 82 times the number of jobs as
large firms. This article should be good background when we are
considering economic development.
2. I had lunch recently with Ed Dawson, City Manager of Abilene. We
discussed the possibility of Abilene, probably Dickinson County,
having a question of a 1% local sales tax on the November, 1980
general election. This would be the same time as Salina. This
would remove one of the potential criticisms of retailers that per-
sons will not shop Salina but Abilene. Ed said he will talk this
over with the City Commission.
3. I will attempt to keep you up-to-date on the activities of the Bi-
centennial Authority. The show held on June 15, Danny Davis and
the Nashville Brass and Brenda Lee, had receipts of $15,625 and
expenses of $24,090. This produces a net loss of approximately
$8,464. The talent was paid $17,000; thus the receipts, which in-
cluded concessions, were insufficient to even pay the talent not
counting other expenses of which advertising was the largest at
$5,000.
4. We have contacted the persons serving on the following boards whose
terms are up. They have indicated they would serve another term.
The asterick (*) indicates the person cannot be reappointed and must
be replaced by like. (The Electrical Inspector must be reappointed.)

5. Bob Ott, Ott Oil Company, our gasoline supplier, has talked with
me about our fuel supply. He has assured me they will have suf-
ficient supplies for the city. Apparently, Ott Oil has several
sources of gasoline and diesel fuel throughout Kansas. Bob said
his supplies should prevent a shortage in Salina. We are keeping
a closer than normal watch on our fuel supplies. It has been the
nature of fuel supplies in recent years that they can change rap-
idly. The major consideration in future vehicle purchases will
be their economy. One of the difficulties with reducing the city's
fuel consumption is the size of equipment necessary to do the work.
We can and should reduce the size of our sedans and smaller pickups,
but such items as front-end loaders, dump trucks, and fire trucks
require large, powerful engines to do the heavy work.
6. We are involved in a controversy with the Saline County Humane
Association. The controversy concerns the proper method of eutha-
nization of the animals at the animal shelter. The two methods
used are: carbon monoxide and injection. Both methods are accept-
able to the American Veterinarian Medical Association.
In the carbon monoxide method, carbon monoxide is introduced into
a sealed chamber. The animal loses consciousness within approxi-
mately 15 to 45 seconds and the whole process takes about 20 min-
utes. The danger of carbon monoxide is, of course, the use of the
carbon monoxide. Care has to be taken to be certain that none of
the carbon monoxide is a danger to humans. In the new shelter, we
would use a sealed manufactured unit which would have carbon monox-
ide provided from the cylinder rather than the exhaust of an auto-
mobile.
The Saline County Humane Association recommends an injection method
to be used for a trial period of at least 6 months to be under the
supervision of a veterinarian. In the injection method, a barbi-
turate is injected by needle into the animal's vein. The animal
dies quickly without pain. Unfortunately, the injection method re-
quires two employees and a higher degree of skill than the carbon
monoxide method. The building will be built in such a way as to
allow use of either method.
We have not yet made a decision on this matter, but I lean toward
giving the injection method a trial. The animal shelter staff does
not favor this method, but would prefer carbon monoxide. Any thoughts
from the Commission would be appreciated.
ADMINISTRATIVE BRIEFS
1. As directed by the Commission, we are investigating several matters
relating to the parks. These items will be presented to the Park
Advisory Board at their July 10 meeting. We will propose the band
shell be moved from its present location on the west side of Sunset
Park to Lakewood Park. There is a finger of land jutting out into
the lake on the east side of the park. This provides somewhat of

a natural band shell and should provide a minimum of disturbance.
The present band shell in Sunset Park would have to be torn down
because it is in very poor quality. We would salvage the plywood
panels. We would have to provide electricity and a concrete pad
in Lakewood Park and, of course, the band shell. We are developing
cost estimates.
We have contacted several Kansas cities on the matter of park cur-
fews. We have contacted Manhattan, Lawrence, Wichita, Topeka,
Hutchinson, Emporia and Atchison. All have curfews in their parks.
The most common time is starting at midnight until 6:00 A.M., al-
though there is some variation. We will propose a curfew in the
Salina parks from 12:00 midnight to 6:00 A.M. unless specifically
authorized by the City Manager to utilize the parks for some special
purpose. You will get a complete report on this matter on July 6.
2. The swimming pool is in operation. As you recall, we had to shut it
down for several days earlier in the summer to repair one of the
pumps. Hopefully this pump will not need repair; however, because
of the design of the pool, the only way a pump can be repaired is
to drain the pool. The swimming pool is in need of major renova-
tion and repair and we will probably have intermittent malfunctions
until the repairs are made. The bicycle racks at the swimming pool
are borrowed from the school system and used for the swimming season
and are then returned to the school system.
3. I may be returning to Blaine the week of July 2 to July 9. I will
return if my house isn't sold by July 2; I will attempt to get the
house sold. I would plan to leave after the Commission meeting on
July 2 and return in time for the Commission meeting on July 9.
4. Frank Construction resumed work yesterday on the Midway project.
This work includes the construction of a sidewalk along the south
side of Midway adjacent to the Archie Fry property, 330 South Ohio.
The project does not call for a sidewalk on the north side of Midway.
