Kissinger BY: Item Resolution No. 01-5744 and No. 01-5745 A RESOLUTION AMENDING THE PRIOR ADVISABILITY AND AUTHORIZATION RESOLUTION FOR A SPECIAL ASSESSMENT BENEFIT DISTRICT PROJECT TO IMPROVE SOUTH MARYMOUNT ROAD, AND A RESOLUTION INITIATING BOND ISSUANCE PROCEEDINGS FOR THE CITY PORTION OF SOUTH MARYMOUNT ROAD IMPROVEMENTS. Back,~round This previously approved project is included in the City's 2001 capital improvement plan and budget. The project involves curb, gutter, paving, sidewalk and drainage improvements to South Marymount Road, from Crawford Street south to Mariposa Drive. The total estimated proiect cost is $1,232,762; with a maximum of $430,603 assigned to a special assessment benefit district, and an estimated $802,159 to be paid by the City. Street improvement costs between Ridgeview Road and Mariposa Drive are to be paid by special assessments. Street costs north of Ridgeview Road to Crawford Street, as well as all storm drainage and sidewalk costs between Crawford and Mariposa are the City's responsibility. Construction bids on the project are to be received next Tuesday, August 21, with contract award on the City Commission's August 27 agenda. The Commission action today only involves the project financing procedures. No total costs have changed, nor has the cost sharing between the City and the benefiting properties changed. A final review of proJect documents by the City's bond attorneys at Gilmore and Bell led to their recommendation that, for financing purposes, the project be divided into two distinct components. The special assessment district portion would be separated from the city-at-large portion by the use of two separate resolutions, rather than the use of one advisability and authorization resolution. The proJect will still be bid and constructed under one contract, with the respective cost shares allocated at project completion. G.O. Bonds would be issued under K.S.A. 12-6a01 for the benefit district share, and under K.S.A. 12-685 for the city-at-large share. Recommended Action: 1. Approved Resolution 01-5744 related to proJect financing for street, drainage and sidewalk improvements on a portion of South Marymount Road. 2. Approve Resolution 01-5745 related to establishment of a special assessment improvement district for street improvements on South Marymount Road between Ridgeview Road and Mariposa Drive. Attachments
