INTRODUCTION
To the Honorable Mayor and Connci.lmcn,
Salina, Kansas:
GExTLFJtF1 : In presenting this report it has been the
endeavor of the compiler to make it as simple as possible, and,
at the same time comprehensive.
A long introduction, I think, is unnecessary, whatever merit
the report has, will show for itself. In compiling this, I have
tried to make the report brief. Have made comparisons with
previous years as far as possible. I have divided and classified
the reports as follows:
Receipts and Expenditures for the year.
A statement showing the expenditures of the different de-
partments for the year, with a comparative statement for pre-
vious years.
A statement of Fines collected by the Police Court, and a
comparative statement for previous years.
Also some valuable information, which I think will be appre-
ciated by the public. A complete tabulated statement of, all pave-
ment constructed in the City, giving all the information that could
be possibly obtained, and also Water and Light Statistics, Tax
Levy for the \-ear, and a complete list of City Officials from 11367
to the present date.
In addition, the City 'Marshal and Fire Chief, submitted a
report of the work done in their department for the year.
In conclusion I wish to thank the Mayor and Council for all
courtesies extended during the past, and hope that my efforts in
preparing this report will be of some service to the City.

Water Rate
The rate to private consumers according to the agreement between the
City of Salina, and the Salina Water Works Company of April 8th, 1913,
is as follows:
"That the Company will furnish to the consumer, under its one dollar
($1.00) minimum meter rate, 3,335 gallons of water per month; and it will
furnish to the consumer, under its seventy -five cent (75c) minimum meter
rate, 2,500 gallons of water per month; and it will furnish to the consumer,
under its fifty cent (50c) minimum meter rate, 1,670 gallons of water per
month.
And any consumer who pays $12.00 in advance shall have forty thous-
and (40,000) gallons of water, to be used by such consumer at any time
during the twelve months next following the date of such payment."
Electric Light Rate
The rate to consumers as provided in Ordinance No. 1566, is as fol-
lows:
"Twelve cents per kilowatt for the first twenty kilowatts, ten cents per
kilowatt for the next thirty kilowatt, and five cents per kilowatt for each
additional kilowatt used per month. Minimum bill $1.00 per month. Sub-
ject to a ten per cent discount, if paid on or before the tenth of the month
following.
