Gentlemen and Mrs. Graves:
On November 7, 1978, the Salina City Planning Commission reviewed the
enclosed service extension plan in conjunction with the proposed annexation
of South Ohio Street Tract #4, legally described as fúllows:
Lots Eleven, Twelve, and Thirteen (11, 12, and 13),
Village of Loretto, Saline County, Kansas
By a unanimous vote (6-0), the Planning Commission endorsed the plan and
recommends its adoption by the City Commission.

Village of Loretto
(South Ohio Tract #4)
The Ci~y Commission of the City of Salina, Kansas has adopted this Service
Extenslon Plan report in connection with its consideration of land shown
in the enclosed exhibits, legally described as follows:
Lots 11, 12, and 13, Village of Loretto, Saline
Count~, Kansas
containing 16.0 acres more or less.
Section I
Annexation Sketches
The present and proposed boundaries of the city as affected by the annexation,
the existing city streets and the land use pattern in the area aFe shown in
Exhibit A; present water mains are shown in Exhibit B; and present sanitary
sewer lines in Exhibit C, and Exhibit D storm sewer lines.
Section II
Extension of Services & Financing
, A.
Public Utilities and Storm Drainage
As shown in Exhibits Band C the area to the west and south of the proposed
annexation is platted and supplied with water and sanitary sewer lines. City
water, sanitary sewers and storm drainage will be extended into the area upon
valid petitioning and/or determination of feasibility by the City Commission.
Utilities will be financed by a special assessment tax levied against the
property within the benefit district. All special assessment taxes shall be
spread over a 10-year period. '
The majority of all storm water currently drains on the surface to the south
entering the old cutoff channel around Homquist Estates.
B.
Public Safety
Fire protection will be provided by Salina Fire Department Station #2 located
at the Minneapolis and Santa Fe intersection, 1110 S. Santa Fe (Station #1
would serve as backup).
Extending the department's coverage to the area will not significantly increase
expense and can be handled with existing men and equipment. Response time in
the event of a fire should be approximately three minutes.
Police protection will be extended to the area immediately upon annexation by
utilization of existing equipment and personnel. . No additional equipment or
manpower is anticipated for protection of the area.

Street Maintenance/Construction & Drainage Service
The area proposed for annexation contains half of a dedicated section of Cloud
Street, approximately 1,000 feet in length. That section of Cloud Street
appears to consist of "mix in place" asphalt with a surface treatment. This
type of surface does not meet city minimum specifications, therefore, the only
maintenance the City will provide upon annexation would be to fill in potholes
until such time as a street is constructed to meet city standards.
Streets and drainage in the area will be improved upon valid petitioning by a
minimum of 51% of the property owners in the benefit district. The cost of
the improvements would then be assessed against the property in the benefit
district over a ten year period.
If and when the street is improved to city standards the area will receive
street maintenance and drainage service on the same basis as similar property
in the area.
D.
Refuse Collection
The city is currently servicing approximately the maximum number of customers
possible with existing men and equipment. Three additional pickups are anticipated
in this area. These pickups will not in themselves cause a need for additional
men and equipment, however, a new tru~k and crew will be-required in the near
future. The Schilling Manor Service Extension Plan had an additional refuse truck
and crew incorporated into it. If and when Schilling Manor is annexed, the
additional truck would be provided.
E.
Street Lighting
Street lighting will be provided at no expense to the landowners on the
same basis as similar property in the City.
F.
Anticipated Population
Approximately 10 persons would be added with this annexation. The lots
in this area are extremely larg~ however, and there is the possibility
of replatting at some time in the future. In the event of replatting
into smaller lots, a population of approximately 185 persons is anticipated.
G.
Recommended Zoning
It is recommended that this property be classified "RS" Residential
Suburban upon annexation in light of the lot sizes and current use of
the land.

Timetable for Services
The timetable for the extension of services is noted above. In summary,
police protection, fire protection and refuse collection will be provided
immediately upon annexation. The extension of other services will depend
upon the property owners. petition requests.
