Page 1 4 BY: BY: John Highkin ITEM: Smoky Hill Museum Crossroads of the Heartland Graphics, Phase III: Graphics Contract Addendum #2 BACKGROUND: Smoky Hill Museum Crossroads of the Heartland Gallery Renovation Project. The Museum is owned and operated by the City of Salina under the direction of the Department of Arts & Humanities. The Gallery Renovation is Project No. 04-1506. Graphic DesiQ!!.;. Graphic design for the Gallery Renovation Project is to be accomplished in three phases, the first two now complete. Phase I. The contract for Phase I, approved by the City Commission on March 21, 2005, was with Michael Gutierrez Design to provide graphic design services for exhibit labels and panels for the Gallery Renovation. The scope of work included developing a theme and design of all introductory, main, secondary, tertiary and quotation labels. The contract awarded was for 330 hours at $60 per hour, not to exceed $19,800. The completion date for this contract was originally October 31, 2005. The delay was caused by the new Education Coordinator's only being in place beginning in August and the resignation of the Museum Director effective September 7th. The final body of work was completed on December 19, 2005, with a subsequent two hours of corrections. It is anticipated that there may be up to an additional 2-3 hours of correction work. Work for this phase was completed at a cost of $19,140. Phase II. At the time of the Phase I contract, the Gallery Renovation master plan identified add itional educational labels and gallery interactives. The label text and content had not been written at that time. With changeover in staff, especially the vacancy of the Education Coordinator (essential to educational elements of the Gallery), the label text and content had not been written until July 2005. Phase II of the Graphics Design was approved by the City Commission as a contract addendum to Michael Gutierrez Design on August 1, 2005. The contract, dated August 1, 2005, was for design of a theme for education and artifact identification labels consistent with the theme developed for main, secondary, tertiary and quotation labels, and the design of 4 flip books with 99 total pages, 8 interactive labels ranging in size from 8 Y2 X 11 to 16 X 20, and 1 artifact identification label template. The contract for Phase II was not to exceed 54 hours at $60, a total not to exceed $3,240. Work for this phase was completed on December 22, 2005, at a cost of $3,000. Phase III. The final phase of graphic design will complete all work for the Crossroads of the Heartland project. Included in the scope of work are additional education interactives identified by the Curator of Exhibitions and Education Coordinator since fall 2005 and several education interactives for the first seven sections of the gallery overlooked in the original addendum, Phase II. In addition, staff has chosen to include in this contract the design and oversight of fabrication of two major finishing pieces to be installed in the Museum lobby, the Donor and Membership acknowledgement signs (i.e., plaques). Page 2 CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE 2/13/06 TIME 4:00 p.m. ORIGINATING DEPARTMENT: APPROVED FOR AGENDA: 8 ARTS & HUMANITIES 4 BY: BY: John Highkin Process Notes: The necessity of dividing graphics work into three Phases was recognized within the Museum and Arts & Humanities, but it has come to attention of staff that it was not properly articulated to the City Commission or City Manager in previous contract approval requests. While staff changeover in the Director and Education Coordinator positions contributed to the awkwardness of this process, much of this is due to scope of the design and script work changing as interactives and education modules developed and were written progressively with case installation. The final result has been a thorough graphic design throughout the Gallery, one which has been responsive to need and inspiration. It should be noted that the graphics throughout the Museum will be consistent and of very high quality. Staff has ably printed and mounted the labels, adding flexibility to the process while saving much money and staff time had the work been jobbed out. (The resulting equipment and staff knowledge will be valuable in maintaining the high quality of future Museum exhibition work.) This has allowed the graphic designer closer access to the finished products. Additionally, while the administration of this project has been cumbersome, there has been no fiscal impact in the process being accomplished in three phases. Both Phase I and II came in at less than the maximum allowed by contract. Scope of Services: Designer to complete additional graphic design work for the Smoky Hill Museum Gallery Renovation Project, as specifically set forth: a) Design additional Crossroads of the Heartland education and interactive labels. This will be done in conjunction with Museum staff and will include: 1) Designer to develop a design theme for education labels and for donor/membership signage. Design 4 flip-books, 11 interactive labels, 2 handouts and 2 signs to be completed no later than October 31, 2006. Page 4 4 BY: BY: John Highkin FISCAL NOTE: The contract for Phase III will be administered at an hourly rate of $70 for an estimated 114 hours, not to exceed $7,980. Museum staff has successfully raised private funds for the Gallery Renovation Project. Those funds have been deposited in City accounts and the City Finance Department administers the funds for the project. RECOMMENDED ACTION: Staff recommends the City Commission award a contract addendum for the Smoky Hill Museum Crossroads of the Heartland to complete graphic design for Phase III to Michael Gutierrez Design at an amount not to exceed $7,980.
