Hill BY: Page 1 ITEM: Receive public comment regarding the proposed use of 2006 Justice Assistance Grant (JAG) program funds, and authorize the submittal of the grant application. BACKGROUND: The former Local Law Enforcement Block Grant (LLEBG) Program, which the City of Salina has participated in since 1998, has been blended with the former Byrne Grant and is now called the Justice Assistance Grant (JAG) Program. For 2006, the City of Salina has been awarded $15,025. Like the LLEBG program, 1) the award is based on our city's Part 1 violent crime statistics, and 2) as a certified disparate jurisdiction, we must share an agreed upon amount of the award with Saline County. Unlike the LLEBG, matching funds are not required. Under the requirements of the grant, an applicant must make the grant application available for review by the governing body 1) not fewer than 30 days before the application is electronically submitted to the Bureau of Justice Assistance, and 2) ensure that the public has the opportunity to comment. Please find attached a draft of the grant application. Sheriff Kochanowski has agreed to accept 250/0 of the JAG award, which is the same disparate jurisdiction formula that we used last year and in previous years under the LLEBG. With your approval, we would like to designate "Public Safety Training Equipment/Judgmental Use-of-Force Simulator Optional Equipment Acquisition" as the program purpose for which JAG fund will be used. In order to provide the best public safety value for Salina and Saline County, JAG funds will be co- mingled to enhance the capability of the 2005 JAG funded simulator that will be used for the training of Salina police officers and Saline County deputies alike. This technology will benefit the members of both agencies, as the use-of-force simulator training experience will assist officers in choosing the most appropriate force option response when encountering resistance, thereby better preparing officers to react safely and with appropriate force and judgment. Simulator training, although oftentimes not available due to the cost of acquisition, is widely used by progressive law enforcement agencies. It is the type of critical training that the Salina Police Department and Saline County Sheriff's Office must provide to our officers and deputies. This expanded use-of-force simulator training experience will better prepare officers to react safely and with appropriate force and judgment. Use of this technology promises to deliver all the stressful realities of an actual operational encounter, and would allow officers to make split second decisions and demonstrate their responses to various use-of-force scenarios in the safe and controlled environment of the classroom. The goal of this effort is to provide local law enforcement officers with an effective and realistic training experience that will assist them in choosing the most appropriate force option response when encountering resistance, while reducing the likelihood that certain use-of-force incidents will escalate to deadly force encounters. As we are certified disparate jurisdictions submitting a joint application, we have agreed to distribute grant funds, which will be used for acquisition of training simulator options, as follows: City of Salina Police Department $11,269 Saline County Sheriffs Office 3,756 In order to make the greatest use of this technology, it is our intention to share this equipment, for joint use by members of both agencies. Equipment will be maintained at the Salina Police Department when not in actual use. We will be able to obtain additional features to enhance the base system, which we were not able to obtain in 2005 due to limited funding. This acquisition will be shared for joint use by police officers and sheriffs deputies. .' MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SALINA AND COUNTY OF SALINE, KANSAS 2006 BYRNE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM Pursuant to the Byrne Justice Assistance Grant Program requirements for jurisdictions certified as disparate, the CITY and COUNTY agree as follows: Section 1 CITY agrees to serve and is designated by the COUNTY as applicant/fiscal agent for the joint grant funds of $15,025. Section 2 CITY agrees to pay COUNTY a total of $3,756 of JAG funds, with the CITY retaining a total of $11,269 of JAG funds, using the same disparate jurisdiction formula as previously agreed to by CITY and COUNTY under the Local Law Enforcement Block Grant Program. Section 3 CITY and COUNTY designate "Public Safety Training Equipment Acquisition" as the Program purpose for which JAG funds will be used, and agree to expend all funds within the time period specified in the grant award. COUNTY agrees to timely inform CITY, as fiscal agent, of Program expenditures for JAG reporting purposes. Section 4 In order to provide the best possible public safety value for the community, City and County JAG funds will be joined to acquire additional training equipment for the 2005 JAG funded judgmental use-of-force training simulator that will be used for the training of police officers and sheriffs deputies. When not in actual use by the Saline County Sheriff's Office, the simulator will be maintained and stored at the Salina Police Department.
