one violent crime is committed in America every 17
seconds; and
43.6 million Americans are victimized in the United
States each year; and
crime victims play an indispensable role in bringing
offenders to justice; and
law-abiding citizens are no less deserving of justice,
rights, resources, restoration and rehabilitation than
the violent offenders who victimize them; and
crime victims and their advocates over the past two
decades have made unparalleled progress toward balancing
the scales of justice in our criminal justice system; and
Whereas, the dawning of a new day of victim justice is being
heralded across our land by the strong spirit and
commitment of millions of survivors of crime, their
families and advocates who proudly bear the banner of
justice; and ~
Whereas, as a nation devoted to liberty and justice for all,
America must increase its efforts to protect and restore
crime victims' rights; and
Whereas, the Office of the Saline County Attorney is joining
forces with victim service programs, criminal justice
officials and concerned citizens throughout Salina,
Saline County, Kansas and America to observe National
Crime Victims' Rights Week;
THEREFORE, BE IT
Resolved, that City of Salina, Kansas designates the week of April
21 to April 27, 1996, as Salina, Kansas Crime Victims'
Rights Week; and be it further
Resolved, that the City of Salina, Kansas reaffirms a commitment
to address victims' rights and criminal justice issues
