F-3: This resolution is one Tom Phoenix described as window dressing.
However, he felt that it would have a positive effect on Moody's as
far as our attempts to obtain an "All rating for the bond re-issue is
concerned.
G-l: Larry is attending a bar meeting in Denver. Before leaving, he
advised that it would probably be impossible to waive this application
fee as requested. He suggested you refer the matter to him and he
will research it more thoroughly and report back on May 22.
