BACKGROUND The 1995 Capital Improvement Program included a project to improve the intersection of South Ninth Street and Broadway Boulevard. In March, 1995, the City Commission approved a contract for design engineering services with Kirkham, Michael and Associates for the project. In May, 1995, the staff and consultant met with the City Commission to review preliminary design issues and discuss alternatives. Two major decisions made by the City Commission in May were 1) to make Ninth Street the through corridor with Broadway intersecting as a "T" configuration and 2) to extend the project to include the entire corridor from Otto Avenue on the south to Cloud Street on the north. With the expansion of the project, the City Commission also accepted the inevitable increased cost for the project. Preliminary plans for the project were completed in October 1995. Since that time, staff has spent considerable time working through the finer details of the project as well as working with adjacent property owners, particularly at Kraft manor. The final plans, specifications and cost estimates are now complete. Based upon input from the City Commission, staff is prepared to conduct a bid letting for the project in February, 1996 and develop contracts for construction services soon thereafter Construction would then begin in March or April, 1996 with completion planned for late Fall, 1996. An elaborate traffic control plan has been developed which will allow traffic to use Ninth Street and Broadway Boulevard with some constraints throughout the project construction. The project includes the total replacement of the pavement and drainage system for Ninth Street between Otto Avenue and Charlotte Street. Broadway Boulevard will be replaced and realigned to intersect with Ninth Street at a ninety degree angle. The Otto Avenue intersection will be totally reconstructed and realigned. New signals will be installed at Broadway and Ninth as well as Ninth and Otto. The section of Ninth Street from Charlotte to Cloud will receive an asphalt overlay, new curb and gutter and continuous sidewalk on the east side (Kraft Manor). The Charlotte Avenue intersection will be widened to provide three lanes on Charlotte to handle peak traffic. The 1995 Capital Improvement Program budget included $650,000 in general obligation bonds for this project. With the increased costs of the project, the City Commission must decide how to finance the project. The City Manager will advise accordingly. ACTION OPTIONS. 1o Approve plans and project as recommended, with staff authorized to set a bid date. 2. Modify project by eliminating the section between Charlotte and Cloud. Approve modified project limits. 3. Modify project design in scope as it relates to sidewalk and right-of-way improvements at Kraft Manor. Approve project with modifications.
