1985 Aircraft Crash Service AGREEMENT
This Agreement, made and entered into this ~ day of
November, 1985, by and between the CITY OF SALINA, KANSAS, a
municipal corporation, herein 'the "City", and the SALINA
AIRPORT AUTHORITY, a quaSi municipal corporation, herein the
"Authority", WITNESSETH:
WHEREAS, the Authority will, after the relocation by
the City of Fire Station No. 3, provide its own personnel
and equipment necessary to operate an Aircraft Crash-Fire-
Rescue Service to be located at the Salina Municipal Air-
port; and,
WHEREAS, it Will be necessary for the Authority to
have back-up fire personnel and equipment available at such
time as its equipment will be responding to calls on the
flight line; and,
WHEREAS, the City is willing to provide the Authority
with back-up equipment and personnel at such time as such
services are required.
NOW THEREFORE, it is mutually agreed by and between the
City and Authority as follows~
(1). Back-Up .Service. City agrees that it will
provide back-up personnel and equipment for the Authority at
such time as its own Aircraft Crash-Fire-Rescue Service
personnel and equipment are responding to calls on the
flight line; provided, however, such back-up personnel and
equipment will be subject to the availability of such
personnel and equipment.
(2). Fees and C~ar~es. Authority agrees to pay City
for such back-up service a per call charge of $200. In the
event circumstances require the back-up equipment and
personnel provided by the City to remain on call for a time
span in excess of one hour, then in addition to the initial
call fee the Authority agrees to pay the City the further
sum of $150 for each hour the additional back-up service is
required.
(3). Rate Adjustment. The rates provided for in
paragraph (2) shall be subject to adjustment annually based
on the annual budget of the Salina Fire Department. Begin--
ning on January 1, 1987, and annually thereafter the above.
charges shall be increased or decreased from the charges of
the. prior period by the same percentage as the percentage of
change in the annual budget of the Salina Fire Department.
(4). Operatin~ Procedures. The Executive Director of
the Authority and the F'ire ~hi~f of the City shall develop
and adopt general rules and regulations pertaining to the
operating procedures for carrying out the terms and intent
of this agreement.
(5). Term. This agreement shall be for a term of one
year commencing on January 1, 1986, and shall continue
thereafter on an annual basis.
(6). ~Termination o'r Amendment. Either party to this
agreement may terminate Or request an amendment of this
agreement by giving the other party at least 60 days written
notice prior to December 31st of any year of its intention
to terminate or renegotiate any of the terms thereof.
(6). Extent of Agreement. This agreement shall be
binding upon the successors and assigns of the respective
parties hereto.
IN WITNESS WHEREOF, the parties have hereunto caused
this agreement to be executed by their proper officers all
on the day and year first above written.

With the opening of the South Salina FireStatton, scheduled for approximately
January 1, 1986, we plan to close the present station at the Airport.
According to the Federal Aviation Administration the Airport Authority is
responsible for providing emergency fire and rescue services for aircraft
related incidents. The Fire Department and the Authority have cooperated in
this undertaking for many years and will continue to do so. Because the Fire
Department will no longer be physically located on the Airport property,
certain operational changes must be made. The Authority, in cooperation with
the Fire Department, is in the process of training Authority personnel to
operate fire rescue equipment and provide a "first response" to incidents on
the runway. When City personnel are needed the Authority will compensate the
City based upon a charge of $200 per call for the first hour of service and
$150 for each hour thereafter. These rates will be adjusted in the future in
accordance with the increase in the Fire Department budget. Chief Robertson
and Tim Rogers, Executive Director, SAA, have worked out the operational
details'for this service.
