It has becorre evident that in order to also serve the needs of the outdoor pistol shooter and rifle shooter, some provision will have to be made to have a place where a range can be constructed. This place should be safe, convenient to the public, and relatively inexpensive to use so that IT~re people can participate in one of our oldest national pastirres, 0, We feel that the City of Salina should construct a range on'the new landfill site since it meets all of the above criteria. The range could be operated on a fee basis to help defray the expenses incurred in its operation. The local Lal-l Enforcement agencies could also then be provided with a place to practice and the range could be located on the site so as not to interfere with th~ operation of the landfill operation. ,o¡ In studying the topography of the site, we find ~hat the northwest quarter of the section lends itself to the construction of a rifle range capable targe~ shooting up to 500 yards, due to the rapid rise in the ground at the north end. A miniæun of earthwork would protect the road at the north end from any danger. A 60 yard pistol range with turning targets could be constructed adjacent to the rifle range. This could be used by police for marksnanship training and practice and by civilian shooters for target shooting competition. These ranges when built, could be the scene of statewide and regional tournarrk:nts which would"attract participants from all areas of the country,. as well as continued local use of a scope which we can only guess at at this time, We have received hundreds of requests over the last few years from people wanting to knów where they can go to do some target shooting, sight in their hunting rifles, or just to' safely plink at some tin cans. Decenber 17, 1973 We are asking for your help in providing the public with a much needed facility. How 1,1any people I'wuld participate if such a place were available? We honestly don't know, but an educated guess would place the numbers in the hundreds. What about the young?" Boys and girls exposed to the fun of target shooting are seldom, if ever, in trouble. The general public can benefit from a place where they can learn the principles of safe gun handling. With the current e!:1phasison young hunter safety training, this I~ould be a place where practical safe handling of firearms could be taught. The benefits are endless, the cost is relatively low. The City has invested hundreds of thousands of dollars in a golf course, tennis courts, swinming pools, and other recreational activities. A few thousand dollars invested to provide a target range will provide a l;nge nurrber of citizens \~ith iln opportunity to enjoy a'safe, whole- some hobby. We hope that you will see fit to find a way to honor this tequest and take steps to commence construction in the very near future. The ,Quivera Hunting Club pledges its help towards this goal.
