Status Report on the City Sanitation Curbside Recycling Service.
BACKGROUND:
City staff has estimated that to provide a self-supporting Curbside Recycling Service through
FY-2006, a total of at least 900 customers would be required to pay for the operational expenses.
This would not include the capital costs which would be paid for through local Venture Grant funds.
Prior to the start of the new curbside service on July 1, 2005, a promotional campaign was conducted
to sign-up the required 900 customers. On the first day of the new service the number of households
in the program was 722, which were 178 short of the self-supporting goal.
At this time, about 3 Y2 months later, there are 764 households paying for the Curbside Service, which
is 136 short of the self-supporting mark. The sign-up for the service since the first of July has
produced an additional 42 customers which have accumulated at a rate of about 2-3 persons a week.
This fall we are again conducting another advertisement campaign to build additional interest. We are
utilizing local media, Access TV, and City sources to encourage additional households to sign-up for
the Curbside Recycling Service. Resources such as Newspaper ads and/or radio spots have yet to
be used and should be considered.
The City Commission has authorized this service to be operated for a year as a non self-supporting
service. At the end of that time, June of 2006, the Commission will review the operations. If there are
still not enough households in the program to support the cost of the service, the Commission will then
decide if the City will continue to subsidize the operations, discontinue the service, or choose some
other option.
RECOMMENDATION:
Direct staff to continue to operate the City Sanitation Curbside Recycling Service as a non self-
supporting operation until the end of June 2006, at which time the Commission will consider the
status of the program and decide on the future of the service.
Promotion of the City Sanitation Curbside Recycling Service
First Phase - May/June 2005
After City Commission approval in April 2005 to offer curbside recycling as a non self-supporting
service for the next year, and prior to the official start date of a paid service, City staff conducted a
promotiona,1 effort to reach the self-supporting goal of 900 customers. -rhis 'first promotional phase
yielded about 22 additional customers which brought the total number of participating households up
to 722. The following is a list of efforts conducted to add additional customers to the new service:
. Worked with Access TV to place information on their Community Bulletin Board.
. Worked with Access TV to run 30 second Public Service Announcements.
. Staff appeared on the Access TV show "Strictly Salina" to talk about the upcoming service.
. Worked with Access TV to run the KDHE video "Protecting the Kansas Environment: Ten
Years of Progress" (good information on efforts statewide to keep Kansas beautiful and to
deal with various environmental issues).
. Sent out letters and information on May 27 J 2005 to those persons that had signed-up on
the waiting list for the service, but were not in the Pilot Program.
. Sent out letters on June 8, 2005 to those persons that were in the Pilot Program, but had
not yet signed-up for the new service yet. We let them know when we would be picking up
their bin and that they still had the chance to sign-up before the deadline.
. Worked with Water Customer Accounting to conduct training for customer service

. Worked with Water Customer Accounting to place a message in the Water Bills.
. Worked with Water Customer Accounting to construct fliers and information handouts to
help inform new City Sanitation customers.
Second Phase - October/November 2005
There where 722 City recycling customers signed up on July 1, 2005, the first day of the new service.
Since that time about 42 additional customers have been added. This is at a rate of about 2-3
customers per week. The following efforts are underway at this time for the Second Phase of
promotional activities:
. Worked with Water Custonler Accounting to place a message in the Water Bills through the
end of the year.
. Worked with Water Customer Accounting to place City Sanitation recycling literature in the
new City Sanitation customer packets.
. Placed an article in the City of Salina Newsletter about the City Sanitation Curbside Recycling
Service.
. Worked with Access TV to run 30 second Public Service Announcements for their PSA Days."
. Staff is scheduled to appear again on the Access TV talk show "Strictly Salina" to discuss the
City of Salina Curbside Recycling Service.
. Worked with Access TV to run the KDHE video "Protection the Kansas Environment: Ten
Years of Progress" (good information on efforts statewide to keep Kansas beautiful and to
deal with various environmental issues).
. Distributed news release to the local media providing a status report on the sign-up for the
City recycling service.
