Saline County, Kansas. (Trucks parked in this area are customers of the Heart of
America Inn, Inc., the Carousal, Russell's, and Big John's, and no convenient
space of equal desirability is available for use.)

Petition #3872, requesting that the parking restriction on
the west side of Westport Boulevard from the south line of
Lot 6, to the north line of Lot 14, Block 3, Westport
Exchange Addition be removed.
Subject:
This office has conducted a study of the area, recording traffic volumes,
street and parking conditions. The Westport Exchange area is zoned for
service commercial and light industrial and is approximately 45% developed.
The Westport Boulevard right-of-way is 60 feet in width with a concrete
pavement 40 feet in width.
The parking restriction of both sides of Westport Boulevard and Graves
Boulevard from Crawford Street to St. Louis Street, and on the east
side of Graves Boulevard from St. Louis Street to 450 feet north were
posted in November of 1978. At that time the area was studied and ob-
served for a period of time, and due to the heavy car and truck traffic
in the area, it was felt that the parking restriction was in the best
interest of the traveling public in the area.
The Heart of America Inn has approximately 150 off street parking spaces,
the Carousel Restaurant has approximately 130 spaces, Russell's Restaurant
has approximately 100 spaces. The Westway Truck Stop has a larger area
for truck parking and St. Louis Street is available for parking. Ryder
Truck Co. has ample off street parking space for their equipment.
I talked to the manager of the Westway Truck Stop and he said that the
truck parking area is seldom full, and that it is free parking.

Our traffic counts show that there are approximately 6,825 vehicles
either enter or exit the Westport area each day, with 67%'/ôfthis traffic
being on Westport Boulevard and 33%_on Graves Boulevard. Approximately
~-25% of the Graves Boulevard traffic is trucks and approximately 7% of
the Westport Boulevard traffic is trucks. ZL. ~- 'L- L-,- 3~' ,)
The accident reports show that there has been five non-injury accidents
and one injury accident in the past 42 months.
When the Westport Exchange area is fully developed with similar type
businesses that now exist, we can expect 12,000 to 15,000 vehicles
each day either entering or leaving the area.
