(A). We, the undersigned, being owners of record of property liable

(B). The estimated or probable cost of such improvements is Six and
one-half (6.5) million dollars ($6,500,000).
(C). The extent of the proposed improvement district to be assessed
as indicated on the attached plat and is described as follows:
Area No.1 shall consist of: Uneven numbered lots
79 through 167, inclusive, on 7th Street, all of
Lots 79 through 168, inclusive, on Santa Fe Avenue,
and even numbered lots 80 through 168, inclusive,
on 5th Street, all in the Original Town of Salina
Area No.2 shall consist of: Even numbered lots
80 through 138, inclusive, on 4th Street, uneven
numbered lots 79 through 137, inclusive, on 5th
Street, even numbered lots 80 through 138, inclusive,
on 7th Street, and uneven numbered lots 79 through 137,
inclusive, on 8th Street, Lots 1, 2, 3, 4 and 5 on
Walnut Street in School Park, Lots 6, 7, 8, 9 and
10 on Mulberry in School Park Street and School
Park, all being located in the Original Town of Salina.
(D). The proposed apportionment of costs between the improvement
district and the city at large is:
$1,500,000 shall be assessed against the property in
the improvement district, except city owned property
and owner occupied residential property;
Balance of the cost, but not to exceed $5,000,000, is
to be paid by the city at large.
(E). The proposed method of assessment is to be based on the square
footage of the area within the improvement district. Property to be
assessed within Area No.1 shall be assessed at approximately $1.26
per square foot and property to be assessed in Area No; 2 shall be
assessed at approximately $.55 per square foot. For the purpose ,of
computing square foot area, all improvements financed by Economic
Development Revenue Bonds shall be computed on the basis of the square
foot area of the lease-hold property.
(F). We propose that such improvements be made without notice and
hearing as required by K.S.A. 12-6a04(1) as amended. '
