CHRISTIANS
The enclosed petition is being circulated in the hope
of correcting what t perceive to be hypocrisy in our
City Governmènts policy.
1.Tax dollars are used to educate youth concerning the
dangers and devastation of alcohol consumption.
(Good Policy).
2. Tax dollars support the operation of public facilities
where alcoholic beverages are being sold and consumed.
(This is not acceptable).
We can make this an unacceptable activity. I feel we are
sending a mixed message to our youth therefore I am ask-
ing fo~ your cooperation in gathering signatures to put a
stðp to this policy.

The citizens of Salina, Kansas, whose names are appended hereto, do devise and submit this
petition to the Governing Body; exercising their Constitutional Right according to the Kansas
Bill of Rights~ Section 3; to assemble in a peaceable manner, to consult for their common good,
to instruct their representatives, and to petition the government, or any department thereof,
for the redress of grievances.
"lE, are aggrieved by our City Government spending "city revenue" to support Central Kansas
Foundation for Alcohol and Chemical Dependency (about $65,000 per year, and the Citizen's Coal-
ition on Drug and Alcohol Abuse (about $8,000 per year); while, at the same time our City
Government persists in: (1) acquiring a "license to sell alcoholic beverages and hard alcohol"
(2) allowing consumption of these addictive product's, they sell, and (3) allowing consumption
of these addictive products, privately owned - upon and/or within buildings and/or property
which is owned by "the people who pay the taxes, to pay for said property".

beverages to be consumed upon and/or within buildings and/or property owned by "all the people".

such addictive alcoholic drinks in The BiCentennial Center" and/or upon or within other prop-
erty owned by our City Government, and (2) to cease, at once, the sale of such alcoholic drinks
upon or within property owned by our City Government, and (3) to cease, at once, permitting
the consumption of privately owned stocks of alcoholic beverages, upon and/or within buildings
and/or property owned by "all the people".

or "give their approval" upon the subject of sale of and consumption of alcoholic beverages

The citizens of Salina, Kansas, whose names are appended hereto, do devise and submit this
petition to the Governing Body; exercising their Constitutional Right according to the Kansas
Bill of Rights, Section 3; to assemble in a peaceable manner, to consult for their common good,
to instruct their representatives, and to petition the government, or any department thereof,
for the redress of grievances. '
\'lE, are aggrieved by our City Government spending "city revenue" to support Central Kansas
Foundation for Alcohol and Chemical Dependency (about $65,000 per year, and the Citizen's Coal-
ition on Drug and Alcohol Abuse (about $8,000 per year); while, at the same time our City
Government persists in: (1) acquiring a "license to sell alcoholic beverages and hard alcohol"
(2) allowing consumption of these addictive product's, they sell, and (3) allowi~g consumption
of these addictive products, privately owned - upon and/or within buildings and/or property
which is owned by "the people who pay the taxes, to pay for said property".
WE, believe our City Government is sending mixed messages to the youth of our city. (1)
Our Government desires to, and does in fact, sell beverages which are addictive to persons
who consume them. (2) Our Government desires to, and does in fact permit these products they
sell, to be consumed upon and/or within buildings and/or property owned by "all the people".
(3) Our government desires to, and does in fact, permit privately owned stocks of alcoholic
beverages to be consumed upon and/or within buildings and/or property owned by "all the people".
'~E, have consulted for the common good of the citizens of our City and we do instruct our
City Government Representatives to cease, at once, (1) the acquiring of "a license to sell
such addictive alcoholic drinks in The BiCentennial Center" and/or upon or within other prop-
erty owned by our City Government, and (2) to cease, at once, the sale of such alcoholic drinks
upon or within property owned by our City Government, and (3) to cease, at once, permitting
the consumption of privately owned stocks of alcoholic beverages, upon and/or within buildings
and/or property owned by "all the people".
WE, believe "the citizens - all the people" have the right to "voice their'objection" to,
or "give their approval" upon the subject of sale of and consumption of alcoholic beverages

We, whose names and addresses are appended hereto, are citizens, and/or residents, and/or
taxpayers, and/or voters in SALINE COUNTY, KANSAS, exercising our Constitutional Right to pet-
ition a department of our State Government for redress of innumerable grievances laid upon us
by former Saline County Appraiser, James L. Headrick, Jr.
It is our opinion James L. Headrick, Jr., did personally appraise and/or personally approve
appraisals of assessed valuations on real property, regularly, in excess of the fair market
value, which is prescribed by State law, many hundreds of times; in the original reappraisal
required by Constitutional Amendment, as well as in the ensuing years including 1991.
It is our opinion James L. Headrick, Jr., has adversely affected hundreds of Citizens of
this County with his antagonistic, arbitrary, discriminatory, capricious attitude toward Citi-
zens during the original reappraisal and the ensuing annual appraisals. That he has caused
great distress, emotional problems, and abused the power of his office while doing his foul
deeds; giving Citizens the perception that he was, somehow, above the law.

We need not, cannot and will not, any longer accept James L. Headrick, Jr., as the SALINE
COUNTY, KANSAS APPRAISER.
It is our opinion the act of firing James L. Headrick, Jr., from the position of Saline
County Appraiser, by the Saline County Commission was accomplished in the best interest's of
the Citizens of Saline County, Kansas. We support to the nth degree this action.
According to the Official Newspaper of Saline County, there will be a hearing in Saline
County, directed by David Cunningham, State Property Valuation Division, at 10 a.m. January
29, 1992. This petition will be presented at that hearing.
In our opinion James L. Headrick, Jr., should no longer be permitted to seek employment as
a 'qualified appraiser', in any County in the State of Kansas. His license/certificate auth-
orizing him to seek such employment should be removed from his possession.
